Dear Sir:
In response to the referenced letter wherein you have requested that Arizona Public Service Company implement AWS weld rod control re-quirements on all Quality Class Q including ASME Section III, Division 1, code welding.
Arizona Public Service Company does not agree that 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> out of oven time is required for adequate moisture control of low hydrogen, covered, electrodes to insure proper welding of P1 steels.
Consequently, we are preparing test data that will demonstrate that an exposure of low hy-drogen, covered, electrodes to the atmosphere for 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> is more than adequate to prevent hydrogen induced cracking in production welding.
We plan to present this test data to NRC Headquarters as soon as the data is available.
As an interim measure, Arizona Public Service Company has instructed Bechtel to initiate a maximum of 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> exposure to the atmosphere as moisture control of low hydrogen, covered, arc-welding electrodes as stated in AWS D1.1-1972 for all Quality Class Q welding except for the welding of the containment liner plate system where we will restrict the exposure to 415 hours0.0048 days <br />0.115 hours <br />6.861772e-4 weeks <br />1.579075e-4 months <br />.
In addition, this control will not be imposed on stainless steel alloys or machine welding processes.
Full compliance will be accomplished no later than March 6, 1978.
