The attached report by R. J. Pate and D. F. Kirsch of a visit to the

subject facility en Septembsr 21-24, 1976 is forwarded for your

information. As you will note, the QA programs of Champion, Inc. and

United-;'atro did not conform to the requigaments of 10 CFR 50, Appendix B, or Af;SI iM6.2 in the areas indicated. However, no enforce-

rcent action was taken as neither of these contractors has performed

quality related work. Enforcement action was taken for the areas of

nonconformance in the Engineers Testing Laboratory quality program

, because quality related work had been performed.
