Jones' responsibility in interpretations or modifications of drawings, specifications, test procedures and operating manuals, and the interface with the Engineer" 2.0 SCOPE 2.1 This procedure applies to d!1 work associated with the fabrication, installation and erection cf components, systems and structures of Nuclear Power Plants.
3.0 DEFINITIONS 3.1 Control Number: The Engineers' Design Change Request Number.

Revision 0 WATERFORD UNIT NO. 3, PHASE 1, CONCRETE CONSTRUCTION 10/15/75 5.4 J. A. Jones will prepare special process procedures, including but not limited to, welding, heat treating, testing, cleaning and N.D.E.
as required for its work. They will be concurred with by the Owner /
Customer prior to their use.
5.5 Changes to Engineering Documents relating to permanent manufactured items or work in pla ce may be effected by the Non-conformance Re-porting and Corrective Action Procedure, POP-N-703.
5.6 When information contained in Engineering Documents is incomplete, unclear, in error,'or a revision to an Engineering Document is re- s quired for construction efficiency, inspection, or test an Engineer-Ing Information Request shall be prepared, (Appendix A).
5.7 Records of Vendor Drawing Submittals shall be maintained by the Pur-chasing Department, (Appendix D).
6.0 PROCEDURE 6.1 For Engineering Information Request:
6.1.1 Any Case of suspected procedural, specification or drawing error, or need for change to Engineering Document for con-struction expediency shall be reported to the Area Engineer by the area supervision.
j 6.1.2 The Area Engineer shall prepare a " Engineering information Request" (Appendix A) if appropriate, and log it under the l
next sequential- number in the area log (Appendix B) .
6.1.3 The Area Engineer shall place the Area Code and a dash followed by the sequential number on the request and route
! the request to the Chief Engineer.
6.1.4 J. A. Jones Engineering shall review the request for validity.
If valid, it is routed to the Architect / Engineer, per POP-N-101 Correspondence and Communications.
6.1.5 The Architect / Engineer shall research the document in question

! 6.1.6 The Architect / Engineer shall complete the response portion i
and return the form to the J. A. Jones Engineering. If a
- drawing change is involved, the Engineer assigns control num-i ber to the request that he will use on the change notice.

, 6.1.7 Engineering shall route the completed form to the Document Control Clerk.
6.1.8 The Document Control Clerk shall process the form in accordance with procedure " Control of Engineering Documents", P0P-N-300.
6.1.9 When the Area Engineer receives the completed request from
. Document Control, he shall enter the date received in the log.

- g. 6.1.10 Each person receiving a controlled copy of Customer /0wner Engineer's " Field Change Request" or Engineering information Request shall circle the affected area on the appropriate docu-ment, enter the.FCR number or ECR number in the circled area and staple the copy of the FCR or ECR to the appropriate docu-ment. If a change to the document is required, follow the
. construction activities to insure proper completion of the work.
6.2 Approval of Subcontractor or Vendor Documents:
(Engineered items).
6.2.1 When a purchase order for engineered items to be procured by Jones requires drawings, specifications or special process instructions, it shall state that the vendor will transmit draw-Ings to be approved directly to the J. A. Jones Purchasing '
Agent.
L 6.2.2 The J. A. Jones Purchasing Agent shall review the received documents against the Purchase Order. requirement. If the docu-ment meets the requirements, he shall log (Appendix D) the documents in and route them to J. A. Jones Engineering.
6.2.3 J. "A. Jones Enghneering shall review the documents and assure compliance with technical requirements. If the documents are disapproved or approved as noted, they shall be returned to f, J. A. Jones Purchasing Agent. All copics shall be noted as

WATERFORD UNIT NO. 3, PHASE I, CONCRETE CONSTRUCTION Revision 0 10/15/75 6.2.4 The Purchasing Agent shall file one (1) copy of the documents j in the Purchase Order File and return all other copies to the vendor.
6.2.5 The vendor shall make the required changeg and resubmit to the J. A. Jones Purchasing Agent.
6.2.6 Same as 6.2.2.
6.2.7 The J. A. Jones Engineer shall review the resubmitted docu-ments and assure all requested changes have been made and that the documents comply canpletely with the technical re-quirements. If all requirements have been met he shall ap-prove the documents (all copies) and sign.
([f) 6.2.8 The approved documents shall be routed to Document Control along with a distribution list. The distribution shall be one (1) copy to J. A. Jones Purchasing, one (1) copy to Document Control. All other copies to Engineer.
6.2.9 Document Control shall process these documents same as any other approved document (Reference POP-N-300).
6.2.10 The Engineer shall review the documents and comment as required.
A minimum of four (4) copies shall be returned from the l Engineer indicating his review with or without comment, to J. A. Jones Document Control .
l 6.2.11 Document Control shall log the document in per P0P-N-300, file one (1) copy and transmit two (2) copies to J. A. Jones Purchasing Agent, and one (1) copy to Field Supervision.
6.2.12 The J. A. Jones Purchasing Agsnt shall file one (1) copy in the Purchase Order File and return one (1) copy to the vendor.
6.2.13 The vendor shall resubmit until all documents are approved without comment.
6.2.14 J. A. Jones Purch'asing Agent may direct vendor to proceed with fabrication on " Approved with incorporated Comment" documents
,_, with J. A. Jones Engineering approval.
6.2.15 All cocuments for permanent items shall be routed to J. A.

as required for its work. They will be concurred with by the Owner /
Customer prior to their use.
5.5 Changes to Engineering Documents relating to permaneric manufactured items or work in ple ce may be effected by the Non-conformance Re-porting and Corrective Action Procedure, POP-N-703 5.6 When Infonnation contained in Engineering Documents is Incomplete, unclear. In error, or a revision to an Engineering Document is re-quired iar construction efficiency, inspection, or test an Engineer-Ing Information Request shall be prepared, (Appendix A).
57 Records of Vendor Drawing Submittals shall be maintained by the Pur-chasing Department, (Appendix D).
6.0 PROCEDURE .
6.1 For Engineering Information Request:
6.1.1 Any Case of suspected procedural, speelfication or drawing error, or need for change to Engineering Document for con-struction expediency shall be reported to the Area Engineer by the area supervision.
6.1.2 The Area Engineer shall prepare a " Engineering Information Request" (Appendix A) If appropriate, and log it under the next sequential number in the area log (Appendix B).
. 6.1.3 The Area Engineer shall place the Area Code and a dash followed by the sequential number on the request and route the request to the Chief Engineer.
6.1.4 J. A. Jones Engineering shall review the request for validity.
If valid, it is routed to the Architect / Engineer, per P0P-N-101 Correspondence and Comnunications.
6.1.5 The Architect / Engineer shall research the document in question and determine what action is required.

6.1.8 The Document Control Clerk shall process the form in accordance with procedure " Control of Engineering Documents", POP-N-300.
6.1.9 When the Area Engineer receives the completed request from Document Control, he shall enter the date received in the log.
6.1.10 Each person receiving a controlled copy of Customer /0wner Engineer's " Field Change Request" or Engineering Information Request shall circle the affected area on the appropriate docu-ment, enter the FCR number or ECR number in the circled area and staple the copy of the FCR or ECR to the appropriate docu-ment. If a change to the document is required, follow the construction activities to insure proper completion of the work.
6.2 Approval of Subcontractor or Vendor Documents:
(Engineered items).
l' 6.2.1 When a purchase order for engineered items to be procured by
' Jones requires drawings, specifications or special process instructions, it shall state that the vendor will transmit draw-
'l Ings to be approved directly to the J. A. Jones Purchasing l Agent.
- 6.2.2 The J. A. Jones Purchasing Agent shall review the received
- documents against the Purchase Order requirement. If the docu-
- ment meets the requirements, he shall log (Appendix D) the
! documents in and route them to J. A. Jones Engineering.

6.2.3 J. A. Jones Engineering shall review the documents and assure i compilance with technical requirements. If the documents are disapproved or approved as noted, they shall be returned to l J. A. Jones Purchasing Agent. All copies shall be noted as required by the J. A. Jones Engineer. 1 i

6.2.8 The approvad documents shall be routed to Document Control along with a distribution list. The distribution shall be one (1) copy to J. A. Jones Purchasing, one (1) copy to Document Control. All other copies to Engineer. .

6.2.10 The Engineer shall review th's documents and comment as required.
A minimum of four (4) copies shall be returned from the Engineer indicating his review with or without comment, to-l J. A. Jones Document Control.
i 6.2.11 Document Control shall log the document in per P0P-N-300, file one (1) copy and transmit two .(2) copies to J. A. Jones Purchasing Agent, and one (1) copy ito Field Supervision.
6.2.12 The J. A. Jones Purchasing Agent shall file one (1) copy in the Purchase Order File and return one (1) copy to the vendor.
6.2.13 The vendor shall' resubmit until all . documents are approved without comment. .
~l 6.2.14 J. A. Jones Purchasing Agent may direct vendor to proceed with fabrication on " Approved with incorporated Comment" documents with J. A. Jones Engineering approval.

6.3.1 When a drawing developed by J. A. Jones Engineering staff is required, Engineering shall assign the task to one of its staff who will review the specifications and associated drawings.
6.3 . 2 The assigned engineer, upon completion of the review in 6.4.1 above, shall prepare a drawing and present it to Engirftering for review.
6.3.3 J. A. Jones Engineering shall verify the dimensions, classi-fication, calculations and tolerances on the drawing and, if correct, sign the control block in the space provided, if the drawing is incorrect, it shall be returned to the assigned engineer with appropriate comments attached.
6.3.4 J. A. Jones Engineering shall assign a drawing number to the approved drawing in the following menner:
6.3.4.1 Place a J. A. , J. B. , J. C. followed by a 1, 2, 3,...N where J. A. signifies a Si x 11 inch sheet; J. B. signifies a 11 x 7 inch sheet and J. C.
' signifies an 17 x 22 inch sheet. J. D. signifies an 22 x 34 inch sheet and J. E. signifies a 34 x 44 ,
inch sheet. N is the sequence number of the draw-Ing, l.a. If 122 drawings have been released, the drawing in hand would be numbered - 123.
6.3. 4. 2 The drawing title shall be placed adjacent to the number in the drawing log.
'6.3.4.3 If the drawing pertains to a permanent item, Engl-neering shall submit the drawing to quality Assurance Engineering for review and approval.
6.3.6 Following Quality Assurance approval, if required, Engineering shall route the drawings to Document Control for release and distribution per POP-N-300, "Certrol of Engineering Documents".
7.0 QUALITY ASSURANCE i
7.1 Quality Assurance shall periodically audit the affected Departments to assure compliance with this procedure. Quality Assurance shall receive one copy of all " Engineering. Information Request". I rORM NO 1122 06 JUNE '74 ,
