To specify the inspection and surveillance acti.vities that will be per-formed by J. A. Jones Quality Assurance / Quality Verification personnel to assure that backfill is placed and compacted in accordance with approved drawings, specifications and procedures. - -
2.0 SCOPE This procedure governs the placing and compaction of backfill material for Waterford SES Unit No. 3, Phase I Concrete Construction.
30 DEFINITIONS 3.1 Class "A" fill shall be either sand containing no more than twelve (12) percent material passing a number 200 selve or Pleistocene clay.
O 32 Class "B" fill shall be selected sand, silt, clay, or a combination thereof, selected from the excavation.
33 Location of Class "A" and Class "B" fill shall be as shown on Ebasco Drawing No. LOU-1564 4497 Sol," General Backfill Plan and Sections".

5.0 RES'PONSIBILITIES 5.1 Ebasco Services, Inc. is responsible for the furnishing of all back-fill material and for all testing of backfill material and compacted backfill.
5.2 J. A. Jones is responsible for the proper placing and compaction of

6.0 VERIFICATION ACTIVITIES:
6.1 The assigned Inspector (s) shall monitor the backfill place-ment and spreading activities as required to assure that:
6.1.1 Backfill sequence is in accordance with Drawing No.
LOU-1564-G490; 6.1.2 Base to receive backfill is free of debris, organic material and compacted to proper density and accepted j by Ebasco; (See note 1,2, & 3) i 6.1.3 Sand fill is placed in layers no greater than 15 inches in depth; (See note 4 & 6) ,
6.1.4 Clay fill is placed in layers no greater than 10 inches in depth; 6.1.5 Hauling equipment does not follow the same path through the fill area; (see Note 5) 6.1.6 Fill is placed in layers of not more than 12 inches in restricted areas.
6.1.7 The waterproofing membrane is not damaged prior or during the placing of each lift.
6.2 The assigned Inspector (s) shall monitor the backfill compaction activity, as required to assure that; p 6.2.1 Roller passes are started adjacent to the foundation and move outward.
6.2.2 Each layer is compacted to its full width; 6.2.3 The required density tests are performed and acceptable prior to placing the next lif t of material.

NOTES Specific:
- 1. If previously compacted layer has been unworked for two days, the area may require cutting back the surface and proofrolling in order to provide a s s
satisfactory base for fresh fill. '
- 2. Material that has become over wet between lifts should be aerated, blended, or removed , and recompacted to the required densities.
- 3. Debris and organic material is defined as logs , stumps, compressive material R7 or material which, through decomposition or elasticity produce a void in the compacted. material.
4 Shell material may be mLxed with sand or clay; however, it must be mixed with the sand or clay such that it is firmly embedded in and supported by it.
- 5. Alternate path should be followed to avoid a single spot or pathway through the fill which is significantly harder than the balance of that fill sur-face, it should be leveled prior to placing fresh fill on the area.
- 6. Fill layers should be slightly sloped away from the structure so that the drainage is toward the unconfined edge of the fill and not into the structure.
