CONTENTION EPJ-4-b Adult bun drivorn havo minimal education and are paid very low wagon. They cannot be trusted to put their jobs abovo family obligations or to parform adoquatoly in omorgoney situations.

We understand, from the Board's " Memorandum and Order (Ruling on Remaining Summary Disposition '

Motions)" dated April 24, 1985, that the Board's focus in this hearing is to provide the Intervenors an opportunity to conduct cross-examination to deter-mine the strength of Dr. Mileti's claims that adult bus drivers can be expected to perform the duties assigned to them under emergency plans.

As previously stated in the " Affidavit of Thomas I.

Hawkins in Support of Applicants' Motion for Summary Disposition of Contentions EPJ-4(a) and EPJ-4(b)", FEMA Region IV has observed or participated in numerous disaster operations and have found that emergency workers report for duty when asked to servo during emergencies and faithfully perform their designated duties.

  • Professional Oualifications I joined the rederal Emergency Management Agency in July, 1979. I am presently assigned as the Chief of the Technological Hazards Branch in Region IV. In this position, I am responsible for the review of REP's, conducting exercises to test REP's and conducting public hearings. Members of my staff and I also assist State and local governments in preparing REP's and coordinating Federal assis-tance.

I served on the Regional Assistance Committee from December 1974 to December 1981. Since December 1981 I have provided staff support for and participated in all RAC activities.

From July 1973 to July 1979, I was Regional Director, Federal Pre-paredness Agency. The Federal Preparedness Agency was responsible for fixed nuclear facility of f-site planning from December 1975 (Federal Register Notice) until made a part of the Federal Emer-gancy Management Agency in July 1979. In December 1979, the Presi-dent assigned off-site responsibility to the Federal Emergency Management Agency.

Prior to 1973, I was employed by the Of fice of Preparedness, Execu-tive Office of the President. I was the representative on an ad hoc Regional Radiological Emergency Planning Committee December 1971 to August 1973. Committee was chaired by IPA and composed of repre-sentatives of Federal department / agencies, State radiological health of ficials, nuclear power industry representatives, and representa-tives of the academic community. Federal Register Notice January 1973, published by CEP assigned planning responsibilities to Regional Offices. ,

My formal education is as follows: r Attended the " Interagency Course in Radiological Emergency Responso Planning in Support of Tixed Nuclear racilities." Course conducted by RAC agencies at Staff College in Battle Creek, Michigan in June 1975.

Attended " Work Shop - Seminar on Stato Emergency Planning in Relation to Licensod Nuclear racilities." Seminar conducted by Atomic Energy Ccmmission in September 1972 at Oak Ridge, Tennessoc.

Completed nino months course at the University of South Carolina from September 1963 to May 1964. Course was entitled " Radiation Protec-tions Instituto". Courso co-sponsored by Atomic Energy Commission and South Carolina State Board of Health.
