BALTIM0RE GAS AND ELECTRIC COMPANY CALVERT CLIFFS NUCLEAR POWER PLANT, UNITS 1 & 2 (TAC Nos. 54524 & 54525) l l

The purpose of this memorandum is to forward the enclosed (Enclosure 1) Safety l

Evaluation Report associated with proposed amendments to the Technical Specifications for the Reactor Vessel Level Monitoring System (RYLMS) in the Calvert Cliffs Nuclear Power Plant Units 1 & 2.

The proposed amendments are requested by the licensee, Baltimore Gas and Electric Company (BG&E) in a l

1etter to the NRC dated July 10, 1987 (Reference 1 in the enclosed SER).

The proposed amendments are consistent with amendments to the Palo Verde Unit 1 Technical Specifications for RVLMS operability,)which were previously approved by the staff (Reference 2 in the enclosed SER. With one exception, the staff finds the BG&E amendments to be acceptable.-

The licensee requests a reduction in the number of RVLMS channels that must be f

OPERABLE prior to entering Mode 5 conditions following refueling operations.

The staff's acceptance of requested exemptions for operating with less than the minimum required channels when the Units are operating in post-refueling Modes 1-5 is based on physical access and short-term parts availability constraints. These constraints do not exist when the Units are in Mode 6 (refueling). Consequently, the licensee's request for a reduction of RVLMS channel operability requirements prior to initiating plant heatup procedures (Mode 5) following refueling operations (Mode 6) is not acceptable.

An evaluation of licensee performance (SALP input) is provided as Enclosure 2.
