The purpose of this memorandum is to forward the enclosed (Enclosure 1) Safety Evaluation Report associated with the proposed amendment to the Calvert Cliffs Nuclear Power Plant Units 1 & 2 Technical Specifications (TS) for Core Exit Thermocouples(CETs). The proposed amendments are requested by the licensee, Baltimore Gas and Electric Company (BG&E) in the above reference.

The licensee requests exemption of the sensor portion of the thermocouple from the CET calibration requirement.

Instead, the thermocouple sensors would be i

calibrated only prior to installation into the reactor core. Thelicegsee's justification is that the estimated maximum instrumentation drift (10F ) will not be detrimental to the intended purpose of the CETs during post accident monitoring,sincethepurposeoftheCETsinpost-accidentmonitoring)isto indicate the radial distribution of the coolant enthalpy (temperature across each quadra-t of the core instead of the actual temperatures. To verify operability, temperatures indicated by the CETs will be compared to temperature t

indications of hot leg RTDs (the RTD sensors will be calibrated each refueling outage). The staff finds this method of in situ calibration acceptable in this specific case.

The licensee requests a TS change that states, if the number of operable CET channels is less than the minimum operable channels requirements in TS
