SUBJECT:
CALVERT CLIFFS AUGMENTED STARTUP INSPECTION PLAN Calvert Cliffs has been shut down under Confirmatory Action Letter (CAL) since May 1989.
Significant problems and issues were identified in various inspec-tions which required closure prior to. restart of either unit.
Most of these items have been resolved as documented in the last several resident reports.
The remaining issues are currently under review for closure.
The licensee's current schedule shows a readiness to begin mode change activ-ities late March or early April with reactor startup about 12 days later.
Augmented inspection coverage has been scheduled to monitor the facility's startup and return to power. outlines this augmented coverage.
This inspection is intended to verify startup preparations have been properly completed, operators have been trained on modifications made, surveillances have been completed, maintenance is controlled and that management and opera-tors conduct a controlled, safe and orderly startup. identifies the weekly activities required during the preparation for heatup and subsequent startup and power operation. Periods of round-the-clock coverage will be included during critical and power operations.
Exten-sive backshift inspection will be performed during mode change activities. The Team will include members of the division of Reactor Safety and the NRR Licen-sing Project Manager.

Independently review selected system lineups (IMC 71710):
Auxiliary Feedwater Containment Spray Service Water RCS Electrical (Partial)
Perform after the licensee has completed their lineups.

Observe selected startup checklist activities (0P-6).
5.
Verify operable status of emergency response facilities.

Review licensee operator training for outage modifications (71707).

Resolution of operational items associated with previous inspections.

Observe and review surveillance tests during mode ascension with special emphasis on the following areas:
ECCS Pump Operability Tests Reactor Protection System (Including Nuclear Instrumentation)
EDG and Associated Emergency Power Supply Tests B.
Extended Shift Coverage (Power Ascension Schedule) (71707 and 71715)
Verify:
Operators are attentive and re ponsive to plant parameters and conditions.
Procedures are used and followed as required by plant policy.

Equipment operator rounds and evolutions.
Operator training evolutions.

Perform primary system leak rate evaluation (71628).
Observe startup testing activities (72700).
Operations interface with other disciplines (i.e., engineering).
Tagouts are properly reviewed and authorized.

Observe and assess BG&E's management involvement with restart and power ascension program including implementation of the licensee's self-assess-ment of their activities.

Followup on observed anomalies during startup as they occur and assess

Attend Plant Safety Committee meetings.

Perform around-the-clock control room surveillance of selected critical-ity, and power ascension milestones and activities.

During surveillance activity observations, confirm the following:
Confirm training of technicians.
Observe for procedure adherence.
