CALVERT CLIFFS RESTART READINESS INSPECTION PLAN On May 25, 1989, Confirmatory Action Letter (CAL) 89-08 was issued to confirm Baltimore Gas and Electric (BG&E) action commitments prior to restart of either unit.
Agreement of the Regional Administrator, Region I, is to be obtained prior to restart of the first unit. This memorandum describes the sequence of planned actions that are expected to preceed such agreement to allow restart.
i The licensee has developed a list of restart commitments that includes about fif teen commitments to implement the actions listed in their May 23, 1989 letter; approximately thirty-one restart commitments in response to unresolved items and concerns expressed in the Special Team Inspection (STI)89-200 as agreed to during the course of the Region I STI followup inspection and listed in the licensee's June 21, 1989 letter; and two commitment regarding use of E0Ps. A copy of the licensee's Restart Commitments list is enclosed. Region I and NRR are conducting an ongoing review to assure that the licensee's list is-all inclusive; if any commitments that were thought to have been previously agreed to are missing or if it appears necessary to add issues as our review proceeds, additional restart commitments will have to be negotiated with the licensee.
As the licensee completes all actions (packages) for each restart commitment, they turn completed packages over to the NRC Resident Inspectors. Preliminary review of several completed packages is ongoing to identify any apparent generic or basic deficiencies.
It ' is the intent to complete the review of as many packages as possible then to perform a restart readiness inspection.

l Although its primary focus will be to evaluate the licensee's overall readiness for restart, completion of NRC review of the corrective actions taken in l
response to those remaining specific restart commitments will also be the focus of a NRC Readiness Assessment Team Inspection (RATI) expected to be performed in October 1989 (a draft copy of the Operating Plan for that inspection is enclosed). Prior to this RATI, it is anticipated that the licensee will send NRC a letter stating that they are ready for restart and formally requesting the RATI. A management meeting with the licensee before the start of the team inspection will be conducted at which the licensee will present the results of their near-term corrective actions and those actions taken to provide adequate assurance that similar problems will not recur. Also, at that time, any issues identified by NRC in the preparation for the RATI that could preclude restart until resulved will be discussed.
Resolution of the pressurizer heater ;ssue for Unit 1 is expected to be on a separate but concurrent path (Unit 2 will be replacing all pressurizer heaters; startup is not expected until Spring,1990). Final results from metallurgical examinations of a cut out heater penetration and sleeves was expected by the licensee from Combustion Engineering on September 8,1989. BG&E management is expected to finish their review and make a determination regarding the bases for startup of Unit 1 by approximately mid-September.
It is anticipated that they will propose no further examinations and will provide a justification for repairs or modifications being needed for Unit 1.
NRR and Region I (DRS) no will review the bases for such determination.
This review is expected to culminate in a meeting in NRC Headquarters tentatively set for September 25.
The completion of both the licensee's programmatic-activities to improve controls of activities and resolution of pressurizer heater penetration issue is currently projected to allow Unit I heatup as early as the week of November 6; we are arepared to support any reasonable schedule.
