Catawba Nuclear Station Dockets 50-413 and 50-414 Inspection Report 50-413, 414/96-05 Notice of Commitment Extension By letter dated May 31, 1996, the NRC issued Notice of Violation (NOV) as described in Inspection Report 50-413, 414/96-05. By letter dated June 27, 1996, Duke responded to this NOV, indicating certain corrective actions would be-taken. -These corrective actions constituted commitments to the NRC. One of the corrective actions in Section 4 of the response indicated that a review of Maintenance procedures that implement Technical Specification surveillances had been undertaken to ensure that procedure acceptance criteria / tolerances are clear. This review was to be completed by September 1, 1996.

Based on an initial review of Maintenance procedures, q stated acceptance criteria and tolerances sufficiently support Technical Specification surveillance requirements. ,

However, further program enhancements can be made resulting in a more consistent method which addresses acceptance criteria and tolerances in our procedures. Additionally, the required actions of the procedure . performer, in the event these tolerance are not met, can be enhanced. In order to achieve this level of consistency, a more systematic review of approximately 2000 maintenance procedures will need to be conducted. Additional time will be required to complete this review, therefore, overall completion of this. commitment will be delayed until March 1, 1997. - Completion of this commitment will be documented in our Problem Investigation Process (PIP) 0-C96-0708, which will be made available for review during future inspections.
