Pursuant to a September 17,1992 telephone conversation between R.E. Martin of the NRC and L.J. Rudy of Duke Power Comnany, please find attached revised Technical Specification page 3/4 3-80 concerning explosive gas monitoring instrumentation. This new page incorporates a 30-day time period for restoring inoperable instrumentation into ACTION b in order to make the ACTION statement conform to the guidance contained it Generic Letter 89-01. The remninder of the changes to this page are those that have been submitted previously in the reference letter.

Also, please find attached selected revised RETS Selected Licensec Commitment (SLC) pages. These revised pages restore references to administrative Technical SpeciGeation sections which were removed in the original development of e'w SLC. Restoring these

- references will provide for tighter controls over the processes govi: ned by these references. -

These include change control for the Offsite Dose Calculation Manual and the Process Control Program, submittal of Annual Radiological Er;vironmental Operating Reports and Semiannual Radioactive Effluent Release Reports, and submittal of Special Report 2. These a revised pages should replace those contained in the reference submittal.

Duke Power Company requests timely approvnl of the RETS submittal, as we have planned to implement the revised standards for radiation protection as presented in 10 CFR 20 by g' -]
