In the reference letter dated February 7,1990 and supple' ment dated May 7,1990, Duke Power Company submitted proposed amendments to the Technical Specifications for Oconee, McGuire, and Catawba Nuclear Stations which relocated the RETS from each station's Technical Specifications to the. Selected Licensee Commitments (SLC) Manual. This-relocation was proposed in accordance with the guidance contained in Generic Letter 89-01 with the exceptian of the final relocation document. Generic Letter 89-01 suggested relocating the RETS to the Offsite Dose Calculation-Manual (ODCM) and the Process -
Control Program (PCP); however, Duke Power Company's decision to relocate the RETS to the SLC Manual was discussed with the NRC staff and determined to be acceptable.
Recently, the_ NRC has begun a review of the February 7,1990 and May 7,1990 submittals -
and noted that certain changes proposed to the Administrative Controls section of the Technical Specifications were not consistent with the decision to relocate the.RETS to the i
SLC Manual. Specifically, Generic Letter 89-01' requires modifications to be made to those administrative Technical Specifications governing change _ control and record retention requirements of the'ODCM and PCP,' corresponding to the relocation of the RETS.to these -
documents. 5 Since Duke Power Company instead proposed to relocate the RETS to the SLC.
Manual, modifications should'have been proposed to the Administrative Controls section of -

Accordingly, the purpose of this revised submittal is to correct the inconsistency described above. Also, this submittalincorporates additional changes which are designed to make the -
Technical Specifications more user-friendly (e.g., it deletes the large number of blank Technical Specification pages which were generated as a result of relocating the RETS to the SLC Manual; it renumbers appropriate Technical Specification pages and sections; it -
modifies the Technical Specification Index to be consistent with the above changes; and it restructures certain generic footnotes to make them more plant-specific.). contains the revised proposed Catawba Technical Specifications changes. contains the proposed Selected Licensee Commitments for Radiological '
Effluent Controls. The enclosed modified Technical Specification pages and inserts should completely replace those contained in the original submittals. The conclusions of the No Significant Hazards Consideration and Environmental Impact Analyses contained in the original submittal continue to remain valid, A copy of this revised submittal has been-provided to the appropriate South Carolina state official.
