CHANGE 95-20, " CONTAINMENT SPRAY / RESIDUAL HEAT REMOVAL (RHR)

SYSTEMS NOZZLE SURVEILLANCE FREQUENCY REVISION" in accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change l will extend the containment spray and RHR systems' nozzles surveillance period in accordance with Generic Letter 93-05,"Line-Item Technical Specifications Improvements to Reduce Surveillance Requirements for Testing During Power Operation," dated September 27,1993. l The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enciesure 2. A proposed determination of no j significant safety hazards consideration performed pursuant to 10 CFR 50.92 is  !

provided in Enclosure 3.

TVA requests that this TS change be considered a cost beneficiallicensing action.

Extension of the containment spray subsystems' nozzle surveillance intervalis estimated to save TVA $126,000in operating and maintenance (O&M) costs over the remaining life of the plant. This O&M savings includes items such es reduced equipment rental and manpower requirements.  ;

1 The next scheduled performance of this test will be during the Unit 2 Cycle 7 outage, which is scheduled to begin in April 1996. Therefore, approval of the proposed TS change is requested prior to this date. TVA requests a 45-day implementation period for this TS change following issuance.
