Technical Specification (TS) Change 95-13,' Extension of Response Time Surveillance Requirements for Unit Two Cycle Seven'"

In accordance with 10 CFR 50.90, we are enclosing an amendment to License DPR-79 to change the TSs of SON Unit 2. The proposed change revises the License Condition 2.C.(17) to extend response time surveillances during the Unit 2 Cycle 7 operation. This revision to the referenced TS change request willincrease the proposed extension for the affected response time surveillances by two weeks. This revised extension will delay the performance to May 18,1996, for the 36-month surveillances required by TS Surveillance Requirement 4.3.2.1.3, but will not exceed

, the 25 percent allowable extension provided by TS 4.0.2 by more than five months.

There are no additional surveillances impacted by the revised extension date. The additional two tveek duration will allow SON to optimize fuel loading requiremente and provide a cost benefit for the Unit 2 Cycle 8 refueling.

The revised TS change is identified in the Enclosure. The justification for the proposed TS change has not changed as a result of the revised extension interval. In addition, the significant safety hazard consideration provided in the referenced letter remains valid.

The response time surveillances that are proposed to be extended will begin to exceed the allowable extension provided by TS 4.0.2 on December 20,1995. TVA requests opproval of the revised request before December 1995 to allow continued operation of .

Unit 2 until the Cycle 7 refueling outage, which is currently scheduled for May 3,1996.

TVA requests a 30-day implementation period for this TS change following issuance.
