CHANGE 96-07, " PRESSURIZER SAFETY VALVE (PSV) AND MAIN STEAM SAFETY l
VALVE (MSSV) SETPOINT TOLERANCE INCREASE" l
in accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change revises the PSV and MSSV setpoint tolerance from plus or minus one percent to plus or minus three percent.
The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3. provides the revised TS pages as i!Iustrated in Enclosure 1. The analysis performed by Framatome Technologies incorporated to support this change is provided in Enclosure 5. The proposed Updated Final Safety Analysis Report pages are contained in Enclosure 6.
On April 4,1996, TVA submitted TS Change 96-01 to permit operation with Framatome Cogema Fuel (FCF). This TS change (96-07) and analysis is to be coordinated with that conversion to FCF assemblies. The Unit 1 Cycle 8 refueling outage is presently scheduled to begin in early April 1997 and receipt of the Unit 1 l
approved change is needed prior to this date to support the outage. The Unit 2 l
Cycle 8 refueling outage is presently scheduled to begin in early October 1997.
l Therefore, it is requested that the implementation of each unit's TSs be required prior to startup from each unit's respective Cycle 8 refueling outage. The issuance of this TS amendment should coincide with that for TS 96-01. TVA requests a 45-day implementation period for this TS change following issuance.
