In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change removes existing footnotes that limit application of APC for SON's S/G tubes

$ to Cycle 8 operation for both units. Removal of these footnotes provides generic application of APC for SON beyond Cycle 8 operation. Note that TVA's commitments o and responses to Generic Letter 95-05 as contained in the referenced letters remain g unchanged.

1. TVA provided a copy of the current crack growth data from the EPRI database entitled, "EPRI ARC Database for 3/4 inch and 7/8 Inch Diameter Tubes and \

s U.S. Nuclear Regulatory Commission Page 2 October 18, 1996 was requested by NRC to support review of TVA's crack growth-rate estimates from SON's Unit 2 Cycle 7 S/G inspections.

2. TVA provided test data to support TVA's commitment for implementing GL 95-05.

TVA's commitment addressed item 3.b.3 of GL 95-05. The commitment statement reads: "Axialindications in dents less than 5 volts that are structurally significant will be detected with bobbin coil ..."

3. TVA provided its plan for submitting a license amendment for permanent application of APC to Units 1 and 2 following final resolution of the probe wear and probe variability issues within the nuclear industry.

With regard to the items above, it should be noted that TVA intends to apply this information to Unit 1 since these issues were addressed in response to TVA's TS amendment request for SON Unit 2.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

Enclosure 4 provides the retyped pages for the proposed TS change.

NRC approval of this TS change is requested by January 1997 to support plant operation beyond the Unit 1 Cycle 8 refueling outage that is currently scheduled for March 1997. The basis for this amendment request is recent industry resolution of the probe wear and probe variability issues.

TVA requests a 45-day implementation period for this TS change following issuance.
