CHANGE 95-21, " ULTIMATE HEAT SINK (UHS)"

Reference:

TVA letter to NRC dated August 18,1995, "Sequoyah Nuclear Plant (SON) - Request for Discretionary Enforcement for Ultimate Heat Sink (UHS) - Technical Specification (TS) Limiting Condition for Operation (LCO) 3.7.5.c" In accordance with 10 CFR 50.90, and as a follow-up to TVA's request for discretionary enforcement by the referenced letter, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change revises TS LCO 3.7.5.c to allow for an increase in SON's UHS temperature to 87 degrees Fahrenheit until September 30,1995.

The proposed TS change is identified in Enclosure 1. The justification for the proposed TS change is provided in Enclosure 2. A proposed determination of no significant safety hazards consideration performed pursuant to 10 CFR 50.92 is ,

provided in Enclosure 3.

t The failure to satisfy TS LCO 3.7.5.c will require a forced shutdown of both units. i The temporary increase in UHS temperature will alleviate this requirement at a time when electrical demand is at a premium. Therefore, TVA requests that this proposed change be processed on an exigent basis.

The need for this change was only recently identified and TVA has pursued it on a priority basis since that time.

i The above referenced letter requested discretionary enforcement until the TS amendment could be approved by NRC. SON will continue to operate under the requirements of the discretionary enforcement verbally granted on August 19,1995, until NRC approval of the attached amendment. l Please direct questions concerning this issue to D.
