CHANGE 97-01, " REVISION OF FUEL ENRICHMENT FOR THE NEW FUEL PIT STORAGE RACKS" In accordance with 10 CFR 50.90, we are enclosing an amendment to Licenses DPR-77 and DPR-79 to change the TSs of SON Units 1 and 2. The proposed change revises the allowed enrichment of fuelin TS Section 5.6.1.2 for the new fuel pit storage racks from 4.5 to 5.0 weight percent U-235. This change also requires specific loading patterns in the storage racks to maintain acceptable reactivity requirements as indicated on proposed Figure 5.6-4.

The proposed TS change is identified in Enclosure 1. The justification for the

proposed TS change is provided in Enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in. Enclosure 4 provides the revised TS pages as illustrated in Enclosure 1,

, provides the Westinghouse Electric Corporation analysis for the SON fresh fuel rack criticality.

l TVA requests NRC review anc approval of the proposed TS change by July 1997 to support receipt of new fuel for the Unit 2 Cycle 8 refueling outage. Fuel receipt without the revised provisions in this request would require the use of the spent fuel I

storage pit. This option could result in the processing of thousands of gallons of l

water, additional resources for storing the fuel, and additional manipulation of plant equipment.
