- Washington, DC 20555 Millstone'Ndclear Power Station, Unit No. 3 i Clot!ure of Generic Letter 89-10 Attachment 1 to this letter is the Closeout Report for the Generic Letter (GL) 89-10 Motor-Operated Valve (MOV) Program at r Millstone Unit No. 3. This report summarizes actions taken and i information compiled response to GL 89-10,* including in supplements. This Closecut Report will be included in the MOV Program Manual, which is maintained as a controlled document.

Northeast Nuclear Energy Company's (NNECO) GL 89-10 MOV Program i identified safety-related MOVs and their design basis functions, 4

and demonstrated through testing, analysis, and where necessary, modifications, the ability of those valves to fulfill those 1

functions with a high level of certainty. This program included

several proactive features, such as

Use of Kalsi Engineering, Inc., KEI Gate Program for non-testable valves in place of the Electric Power Research Institute's Performance Prediction Methodology which was I

delayed, Development of a comprehensive and consistent structural analysis procedure which replaced diverse vendor seismic weak 4 link calculations, and 4

4 Employment of consistently-determined results from three other operating Northeast Utilities (NU) nuclear power plants to

further validate program assumptions.

In addition, NNECO and NU have been aggressive in addressing recent a pressure locking and thermal binding concerns.

The closeout Report also identifies longer term actions being

'3 MOV Program becomes a living program which will use performance monitoring and trending to identify problems in advance and adjust programmatic activity to maximize its benefit while minimizing the impact-of MOV work on outage durations.

Commitments B15388-1 NNECO hereby commits to maintaining the MOV Program Manual as the  !

controlling document for the Millstone Unit No. 3 MOV Program.

I - NNECO reserves' the right ' to make changes to the Manual, in accordance with our procedures for- revision of controlled documents, while preserving conformation with GL 89-10 and its' supplements.
