By a" letter-dated November 29, 1991 (NLR-N91156), Public Service Electric and Gas Company (PSE&G) submitted an application to -

amend Appendix A of-Facility Operating License No. NPF-57 in accordance with 10-CFR 50.90. The proposed change will allow a one-time extension of the containment integrated leak rate test (ILRT)' interval.

Based upon telephone conversations with Mr. S. Dembek, USNRC  !

Licensing Project Manager for Hope Creek, PSE&G is hereby  ;

revising that amendment request. This revision rewords the proposed Technical Specification. changes such that: 1) a maximum

  • time limit is specified for the one-time test interval extension, and 2) - performance of the second containment ILRT is not tied to, nor-required to be completed during, the fifth refueling outage. >

It was explained in the November 29, 1991 submittal-that, based upon the current operating schedule, the proposed change would result in-a 52 or-53 month interval between the first and second-lILRTs. In order to specify a maximum time limit, it is necessary  ;

to allow for unforeseen scheduling contingencies such as prolonged '

L forced' outages. It-was determined that three months represents a L= reasonable and realistic-value to accomplish this purpose.

l ^Therefore,-this revision proposes an extension of the second ILRT ,

l interval to a maximum-of 56 months.

requirement that the second ILRT be performed during the fif th refueling outage. In order to provide the flexibility of performing the second ILRT prior to the fif th refueling outage due to unforescon scheduling contingenclos as described above, the reference to the fifth refueling outage has boon doloted.

The changes to the November 29, 1991 submittal that are contained i in this revision are limited to those described above. Noither the intent nor the content of the reason / justification for the proposed changos or the significant hazards consideration ovaluation are altered. Attachment 1 of this submittal contains the revised marked up Technical Specification pages that reficct thel changes proposed by this revision.
