Dear Mr. O 'Reilly:
FAN COIL UNIT MOTOR NO. 15 NO. 1 AND 2 UNITS SALEM NUCLEAR GENERATING STATION On June 11, 1976 a verbal report was made to Region 1, Office of Inspection and Enforcement advising that a Fan Coil Unit Motor on No. 1 Unit, Salem failed to meet the test requirements in starting reliably at low speed.
This report was in accordance with the provisions of 10CFR50.55(e).
The following is a detailed analysis and report on the subject:
DESCRIPTION OF DEFICIENCY The Fan Coi:1 Unit Motors used at Salem. are rated loo /300HP, 460V.
During the initial test procedure, the No. 15 Motor failed to start on the low speed setting.
The motor was removed and sent to the Westinghouse Repair Facility in Philadelphia to diagnose the problem and effect repair.
l At the repair shop, the unit was disassembled and a thorough inspection of the motor stater and rotor revealed no deficiencies.
The motor was reassembled and successfully passed tests, both loaded and unloaded, at the repair shop.
The motor was returned to and reinstalled at the site.
l Af te r several successful starts, the motor exhibited inter-mittent starting problems identical to the initial difficulties.
Following the second series of starting problems, the motor was returned to the Westinghouse factory at Buffalo for a more comprehensive evaluation.
This investigation is currently in progress and a resolution of the problem is expected shortly.

The problem was discovered during the initial testing phase as part of the planned startup program and, therefore, the health l
and safety of the public were not affected by the' test failure, j
CORRECTIVE ACTION A fan coil unit motor from the Salem No.-2 Unit has been trans-ferred to No. 1 Unit and installed in place of the No. 15 Fan Coil Unit Motor.
It was tested on June 18, 1976 and performed satisfactorily to date.
The faulty motor returned to Westinghouce will be corrected and fully tested to meet the specified' require-ments in the No. 2 Unit, Fan Coil Units.
The results of the Westinghouse correcti.e action will be at the site for future review following completion of work.
No further reporting of this item is contemplated.
