Instrument air compressor 1C (C-8203) was observed by a plant operator to be running continuously in an unloaded condition. This was identified as an Ab-normal Occurrence per Technical Specification 2.1 (f).

O ABNORMAL OCCURRENCE 75/17A Page 2 of 3 DESCRIPTION OF OCCURRENCE:

Instrument air compressor 1C (C-8203) was observed by a plant operator to be running continuously in an unloaded condition. The spare instrument air com-pressor was placed in service and C-8203 shutdown. The instrument air sys-tem was not disabled and no loss of control function occurred. .

• Procedure ANALYSIS OF OCCURRENCE:

A mechanical failure occurred in the suction valve unloader actuator assembly which prevented proper operation of the unloader. This occurrence had no ad-verse effect on plant or public safety.

CORRECTIVE ACTION:

The failed unloader actuator was replaced with a new, identical, unloader actua-tor and tested satisfactorily.

Public Service Company and the manufacturer investigated the acceptability of these actuators. As a result, Change Notice Number 251 has been approved and issued to replace BH-10A type unloaders with the nanufacturer's newest model BHG-15A unloader for all System 82 compressors. Except for completion of the approved replacement,, no further corrective action is anticipated.
