Engine B (K-9204X) of A diesel-generator was oversped to approximately 1,900 rpm while the setting of the electrical overspeed trip was being checked.

This was considered an abnormal occurrence as per Section 2.1, paragrcph (g) of the Fort St. Vrain Technical Specifications.

CONDITION PRIOR TO OCCURRENCE: Steady State Power Routine Shutdown Hot Shutdown Routine Load Change X Cold Shutdown Other (specify)

Refueling Shutdown Routine Startup The major plant paraneters at the time of the event were as follows:

Power RTR 0 Mwth ELECT 0 MWe Secondary Coolant Pressure 1.160 psig Temperature 215 'F Flow 145,000 #/hr.

Primary Coolant Pressure 351 psig.

The engine was being run to overspeed by manual control of the fuel rack.

The mechanical overspeed trip was disconnected because of an uncertainty of its setpoint, believed to be below that of the electrical. On reaching the setpoint of the electrical overspeed trip, the trip actuated, declutch-ing the generator, allowing the engine to run to approximately 1,900 rpm .

before speed was decreased. Maximum engine recommended speed is 1,650 rpm, normal speed is 1,200 rpm.

APPARENT CAUSE OF OCCURRENCE: Design Unusual Service Cond.

Operator X Procedure The procedure called for the engine to be coupled to the generator during test.

The actual trip then shed load off the engine allowing it to go to overspeed.

ANALYSIS OF OCCURRENCE:

When the electrical overspeed trip actuated, declutching the generator, fuel flow, even though shut off quickly, was enough to overspeed the engine.

Maximum reconmended engine speed is 1,650 rpm and the unit reached approximately 1,900 rpm. Dismantling to check possible damage (under supervision of a manufac-turers service man) revealed no damage attributable to tne overspeed.

Cylinder ring breakage, piston damage, and cylinder liner marking were found, attributable to water in the engine at some period in time. This will be reported an an unusual occurrence.

CORRECTIVE ACTION:

The test procedure has been changed such that the engine whose overspeed trip is being checked is disconnected (declutched) from the generator prior to the test, thereby eliminating the possibility of its inadvertent overspeeding.

The test procedure has been further modified such that the other declutching A trips for each engine are checked with the engine stopped, except for the low oil pressure trip which is checked with the engine idling and the clutch engaged.

This completes the review of the test procedure. No further corrective action is ,i anticipated or required.

Other procedural deficiencies have been experienced, -(Abnormal Occurrence Report Numbers 50-267/75/12 and 50-267/75/13) but no abnormal engine condition resulted.

The corrective action for these were in progress at the tine of this event.
