The purpcse of this letter is to notify the NRC Staff of an administrative error contained in Millstone Unit No. 3 Technical Specification 3.6.1.3, " Containment Air Locks," and to request that

, a correction be made. The administrative error involves the failure of Amendment No. 59'to consider the changes approved by Amendment No. 57. Amendment No. 59 was approved by the NRC on January 25, 1991,m and was based on NNECO's request of ,

. February 26, 1990. Amendment No. 57 was approved by the NRC Staff on Oct

  • 25, 1990,A and was based on NNECO's request of July 17, 1990.

The changes to Technical Specification 3.6.1.3' , " Containment Air Locks," made by Amendment Nos. 57 and 59 were made in close proximity to each other, and when formally approved did not properly integrate the two amendments.

Attachment No. 1 to this letter contains the approved technical specification page for Amendment No. 57 and Amendment No. 59.

Attachment No. 2 to this letter contains Technical Specification 3.6.1.3, with the approved changes made by Amendment Nos. 57 and 59 integrated into one document. The proposed changes have been and continue to be supported by the previously-performed significant hazards consideration and environmental impact statement. In addition, the NRC Staff has posted these changes in the Federal Register and has approved these changes in support of Amendment Nos.,57 and 59. Therefore, NNECO believes that further activities are not needed.
