Dear Mr. Denton:

Representatives of the Long Island Lighting Company (LILCO) and General Electric Company (GE) met with members of your Staff on June 9, 1983 to discuss concerns expressed by the Resident Inspector in Inspection item 82-15-11. In accordance with the direction provided during that meeting, LILCO commits to the following:

(1) Trip setpoint values contained in the SNPS Technical Specifications will be considered as ABSOLUTE VALUES for the setpoint; i.e. when "less than or equal to" is specified, no positive tolerance will be allowed above the setpoint. Conversely, when " greater than or equal to" is specified, no negative tolerance will be allowed.

(2) Procedures utilized by the Shoreham Plant Staff for instrument calibration will implement this ABSOLUTE VALUE concept.

(3) Prior to Fuel Load, all trip setpoints will be verified to be set consistent with the Technical Specifications.

LILCO believes these commitments satisfy the NRC concerns and tnat the matter of the above inspection item can be closed.

-During the course of the June 9th meeting, members of your Staff raised questions regarding the'overall methodology used to establish the Technical. Specification trip setpoints and allowable values for-

'the Reactor Protection System and Engineered Safety Feature channels.

Due to the generic nature of their inquiry, this matter has been

-addressed with the LRG BWR Owner's Group and other utilities with BWR CP PlantsLthat have received similar' requests. As a member of the LRG, LILCO will be participating in the generic effort to engage this issue and to reach a uniform resolution with your Staff. Any recommended plant modifications or Technical Specification changes which result from the generic resolution will be reviewed for Shoreham specific applicability and will be implemented accordingly.
