The NRC Forecast Panel made site visits to the La Salle and Zininer Plants Q1 in order to review the status of construction and readiness for fuel
,7 loading and to judge which of the two plants should be the lead plant in the staff's Mark 11 containment review.

From our observation, the Zimner plant was obviously

in an advanced stage of construction with nearly all major components and material s delivered onsite.
It was the consensus of the panel that Zirmier's construction was well ahead of La Salle and from the construction viewpoint

However, in the case of La Salle, Commonwealth Edison had maintained a 1'
l.5% per month average and needs a 3.5% per month rate in order to finish construction by March 1979, their estimated f ael load date.
The Forecast Panel indicated that this was a very ambitious rate to increase and that Commonwealth Edison was very optimistic.
For the La Salle Station, the f ollowing were the engineering status completion for Unit I based on

As a result of the La Salle site visit, we indicated that our predictions for fuel load date was approximately six to nine months later than the March 1979 maintained by Commonwealth Edison.
During the discussion of preoperational testing the panel expressed its concern that the 10 months (Zimmer) and 12 months (La Salle) allowed by the applicants for preoperational testing is not sufficient based on experience and projections at other plants. However, the panel told Cincinnati Gas & Electric that they would give them the benefit of the doubt in order not to impact his review schedule since he has the lead plant and would review the preop-testing status sometime af ter the first of the year and change their ferecast at that time if necessary.
In the

meantime the panel will hold to the previous July 1979 fuel load forecast.

For la Salle, the panel indicated a late 1979 date for fuel load date i
because of lateness of their construction.
In addition, it was also stated to Commorwealth Edison that we would be reviewing their status Jaf.(
