50-454/455 and 50-456/457 APPLICANT: Commonwealth Edison Company FACILITY: Byron /Braidwood Stations

SUBJECT:

SUMMARY

OF JANUARY 5-8, 1981 CASELOAD FORECAST PANEL MEETING AND SITE VISIT The applicant held meetings with the representatives of NRC's Caseload Forecast Panel at the sites of the Byron and Braidwocd Stations. The meeting at the Byron Station was held on January 6 and 7,1981 and the Braidwood meeting was held on January 8,1981. The meeting agenda (Enclosure 1) and the list of attendees (Enclosure 2) are attached. The applicant first described the progress of Byron Station construction. As of November 1980, Spool Erection (21/2" and larger subassemblies) was 94% complete, weldout (21/2" and Larger Piping) 88% complete and 2" and Under Piping was 49% complete. The applicant also indicated that Hangers installation (21/2" ard I arger Piping) was about 60% complete, Electric cable Pans instal-lation was 92% complete, 63% of cables were pulled and 54% were terminated. For Braidwood Station, the applicant indicated that Spool Erection (21/2" and larger subassemblies) was 50% complete, weldout (21/2" and larger piping) 45% complete and 45% of the Hangers (2 1/2" and larger piping) were installed. Conclusions 1 l The applicant is currently behind schedule in Hanger and Instrumentation installation at the Byron Station Unit 1. Based on the status of construction at this time, the NRC Panel projected a December 1983 fuel load date for Byron Station Unit 1 (8 months delay) and ccncurred with the current April 1985 fuel load date for Braidwood Station Unit 1. q g'L R. SUMMARY

OF CASELOAD FORECAST PANEL F. f Y u:d!M SITE VISITS r. o. The applicant held meetings with representatives of the NRC's Caseload Forecast Panel at the sites of the Byron .y.JM and Braidwood Stations. The meeting at the Byron Station ^fh was held on May 22, 1978 and the Braidwood meeting was '.6 held on May 23, 1978. A list of attendees for each ff,.y meeting is provided in Enclosures 1 and 2, respectively. f3; e. The purpose of the site visits by the Caseload Forecast Panel is to assess the status of construction of those N(.c plants nearing completion and to evaluate the applicant's Qg proj ected construction completion dates. An agenda for M.9 the Byron /Braidwood site visits is provided in Enclosure 3. ..C During our site visits, the applicant stated that Unit 1 of IJI::4f the Byron Station was 40% complete and Unit 1 of the Braidwood 'n % Station was 32% complete. Based on present schedules, the M applicant's earliest completion date for Byron 1 is March .970 1981 and May 1981 for Braidwood 1. 2m-

w[e+

We evaluated the applicant's present status of construction and used that information to predict construction completion viQ5 dates based on our experience with construction times at psY other nuclear stations. We observed that in order for the 'W l l applicant to meet the proj ected construction completion flyA. - dates, it will have to increase the present rate of construction MM j@M f: l and, sustain that rate for the rest of the construction l period. In addition, the applicant had not interfaced the +. -
