REPORT OF CASELOAD FORECAST PANEL SITE VISIT i Introduction I j The Atomic Safety and Licensing Board for Byron Station requested that an inde-pendent assessment of the applicant's fuel load date of August 31, 1983 be made i as soon as possible. In response to this request, the NRC Caseload Forecast Panel (CFP) visited the Byron site on March 24 and 25,1983. At a meeting on the.first day, Commonwealth Edison Company (CECO) presented to the CFP and interested members of the public the status of testing and construction, pro-jections for future ac.tivities, and problem areas. The agenda followed is contained in Enclosure 1 and the attendees are listed in Enclosure 2. Enclosure 3 is the material presented by the applicant. On March 25, 1983 the Caseload Forecast Panel toured the plant to assess the status of the construction activities. Two members of the public, P. Morrison and B. Johnson of the Rockford League of Women Voters, accompanied the panel on the tour. Summary of Findings The NRC panel reviewed the material presented in Enclosure 3 as well as addi-tional material provided on site (schedule charts, computer printouts, etc.). The material gives a month-by-month compilation of past performance. By extra-polating this data, the NRC believes that the applicant's projected fuel load date is overly optimistic. In particular, it is extremely doubtful that the required pipe hangars will be installed, cable terminations will be made and pre-operational tests will be completed, reviewed and accepted in time to support an August 31, 1983 fuel load date. Furthermore, the impact is unknown of such items as concerns regarding pipe whip restraints, expansion of QC Inspector Certification, implementation of the security plan and reinspection of HVAC. These items all present potential delays. The walk-through of the plant further supported the panel's belief. that the applicant's fuel load date is overly optimistic. In particular, progress in the auxiliary building, control room and reactor building does not appear to be adequate to support the applicant's date. L' %' U / ( L
