TRIP REPORT - SITE VISIT TO ASSESS FUEL LOAD DATE -
APRIL 18-19, 1978 On April 18-19, 1978, we met with representatives of TUGCO, Brown &
Root, Gibbs & Hill and Texas Utilities Service, Inc. (TUSI) at the Comanche Peak Site in Glen Rose, Texas. The objectives of the visit were to observe the construction activities in progress, to discuss the construction and start-up schedules and to obtain information to facilitate and support an independent staff estimate regarding the fuel load date for Comanche Peak Unit 1.
A list of attendees is included as Enclosure 1.
The visit began with a presentation by the applicant of the status of their financing and schedule. They noted that their are no current financing problems and that they are finnly comitted to meeting the current commercial operation date of January 1,1981 for Comanche Peak, Unit 1.
Detailed information was provided regarding the status of engineering ard design, procurement, construction and start-up planning. The scheduling and planning control system being used was described in detail. An accelerated program for construction which was just being implemented was also described.
As part of our review, we toured the site and surveyed construction activities. The schedules for pre-operational and start-up testing and the status of the development of test procedures were also reviewed. We described the methodology we used to develop our projections for fuel load dates. We also suninarized our use of the projections in preparing our report on nuclear power activities and in the planning and scheduling of our licensing review activities.

.a JUN 9 B78 As a result of our review of construction activities and the other information provided by the applicant, we stated that we estimated the fuel load date for Unit 1 as being between April 1981 and September 1981 or eight to twelve months after their current date of August 1980. We also noted that an August 1980 fuel load might be achieved if the construction acceleration program is effective. We indicated that, based on our estimate of the fuel load date we did not anticipate any negative impact on our schedule for reviewing the Comanche Peak application. We noted the possibility of performing another review in late 1978 to evaluate the effect of the accelerated construction program.
