SUBJECT:

MEETING WITH ALABAMA POWER COMPANY, JUNE 12, 1979

' As a result of our meeting with Alabama Power Company to discuss the

. _ estimated construction completion date for Farley 2,.I have reviewed the material provided as to construction status and discussed the items further with Jim Mooney, Construction Manager.

Alabama Power is targeting construction completion for Farley 2 by May, 1980.

This is predicated on a favorable rate action in July and re-hiring sufficient craft to proceed on a full schedule beginning August 1.

They presently have 730 craft on site and would need about 1400 by September 1 to meet their May,1980 date. This may be optimistic compared to the work remaining.

For example, two critical areas are electrical and hangers. With about 300 electricians (double the force now on site), they would need to sustain a rate of about 400-500 cables pulled per month for five months. As of May 31, 1979, they have 2991 cables remaining to be pulled, although 1469 are in the auxiliary build-ing and are associated with the waste processing system, and 500 are for heat trace, which are not on the critical path for hot functional testing (planned for December,1979).

Another critical construction area is large hangers. As of May 31, about 875 remain to be installed. They indicate that material is already on site to assemble all but 24. Again, if the craft is rehired at the planned rate they could average about 100 per week, giving them 3 months of work in that area.

Region II advised me, however, that some testing and re-qualification of rehired welders will be required so some delay may be encountered in the hanger area.

Neverthe'less, I believe construction completion might be achieved some-time late in 1980, unless they encounter delays in re-hiring craf t or other problems which prevent their achieving the desired installation ra tes.

Therefore, we have revised the NRC estimate for Farley 2 to December,1980.

SUMMARY

OF MARCH 26, 1982 MEETING REGARDING FERMI 2 FUEL LOAD DATE On March 26, 1982, representatives of Detroit Edison met with the NRC staff to discuss the current estimated fuel load date for Fermi 2.

A list of attendees is enclosed.

Applicant stated that in October 1981 when the Caseload Forecast Panel visited the site, the Detroit Edison target fuel load date of November 29, 1982 had a maximum negativity of 45 weeks. Since then, the critical path items have been reevaluated and as a result the maximum negativity is now 26 weeks. The current estimate'd fuel load date is therefore June 1983; however, the applicant is continuing to evaluate critical path items to reduce maximum negativity below 26 weeks. Applicant has started preoperational tests and believes its estimate of 13 months to complete them is realistic because some of the tests nomally considered to be preoperational tests at other plants are being run as construc-tion tests and initial operation tests at Fenni 2.

The staff said its estimated fuel load date of February 1984 that resulted from the Caseload Forecast Panel visit in October 1981, was based on an estimated 22 months to complete preoperational tests following hydrostatic testing of the reactor vessel in April 1982. Based on current status supplied by applicant, the hydrostatic testing of the reactor vessel is scheduled for May 1982 and 5 of 141 preoperational tests have been started. On the basis of applicant's current analysis of reduced negativity in its schedule, the staff changed its estimated fuel load date to December 1983; however, the Caseload Forecast Panel will reassess the fuel load date in August 1982 when a substantial fraction of preoperational tests are scheduled to be completed.

The applicant wil-1 send a letter to the staff providing its currently estimated fuel load date of June 1983, the basis for that estimate, and efforts being made to improve on that date. The staff's current estimated fuel load date is December 1983.
