SUBJECT:
SEABROOK REVIEW SCHEDULE BACKGROUND 1.
The present Seabrook review schedule provides for SER publication 13 months from docketing (docketed October 5,1981; SER November 8,1982).
2.
The applicant notified the DL PM that all Requests for Additional Information would be answered by September 30, 1982.
3.
On March 25, 1982 at a meeting with senior NRC management, the applicant agreed to perfom a reevaluation of their construction schedule. They have notified the PM that the results are expected to be released in mid-November, 1982. The applicant still projects a November,1983 fuel load date, with an acknowledgement that they are approximately six months behind that schedule.
The present Bevill schedule takes this six months intoaa ount (Comission decision May,1984).
In September,1981, the Caseload Forecast Panel projected a December,1984 fuel load date. The applicant has been notified l
there will be another CFP visit when their construction schedule reevaluation I
results are available.

The ASLB order identifying f. contentions and the prehearing schedule was received by DL on September 17, 1982 (28 contentions plus emergency preparedness).
5.
Regarding the FES, the applicant will not have current meteorological data to RAB for dose assessment calculations for another 2-3 months. Preliminary infomaf. ion is expected to be sent to NRC in approximately two weeks. There were approximately 300 specific comments received on the DES. Preparation of I
the FES will require additional time (present schedule calls for FES publication on October 5, 1982).

-2 RECOMMENDATION:
1.
Approve a two month change to all milestones in tne Bevill schedule (leading to a Commission decision July,1984).
2.
Change the applicant completion date in the Bevill schedule to July,1984 with a footnote that this date takes into consideration the staff estimate (December,1984) and avoids regulatory delays in the event the utility is ready for fuel load by as much as five months prior to that estimate.
