SEPTE!GER 21-23, 1591 - SU!!%RY OF NRC CASELOAD FORECAST PANEL VISIT Sackcround A.neeting notice was issued on Septeder 4,1981 announcing that an NRC Caseload Forecast Panel would visit the Bellefonte 1/2 site to observe construction progress and discuss the current status of and future construction plans for the project.

The visit was scheduled for and took place during the period of Septeder 21-23, 1981.

Discussions were held with TVA management on Septeder 21, a plant tour was

conducted on Septeder 22, and 'a final presentation of the findings was made by the NRC on September 23, 1951. The meeting notice stated that the meetings were open to interestec members of the public; however, no interest by the public was made apparent prier to or during the meeting.

There are approx'cately 4050 personnel presently employed on the Bellefonte Project including 3400 trades and labor person-nel and 650 salaried personnel. The labor force rust be expanded to about 4300 person-nel for the next 6-9 months to naintain the present schedule.

It is intended to divert sone personnel from the Phipps Bend, Hartsville and Yellow Creek projects (which have been slowed down by TVA management) and f rom the Seouoyah Unit no. 2, which has recently received an operating license and is therefore out of the construction phase.

In some cases, cable is being installed without the " terminal ' devices" heing available to install in order to mintain the required rate of cable installation.

A large number of 50.55(e) reports is outstanding for the Bellefonte Plant. Fcrty of these reports will be closed out in the near future by OIAE. Of the remining 57 reports,11 depend on finalization of B&W action including the " change assessment l-program" to be proposed by BaW in response to NUPIG-0737. Four of the reports require resolution of significant containment tencon problems by INRYCO. Some of the 50.55(e) reports deal with inadequacies of anchor bolts and anchorage r.aterials.

TVA is confident that all of the outstanding issues covered by 50.55(e) reports will be resolved by liarch 1983.

The supervisor in charge of the preoperational test program (S. H. Rudge) explained details of the program which is anticipated to start in February 1982 and will recuire 13-15 months to complete.

Instrumentation preop test planning was said to be behind schedule. Twenty-three more engineers will be added to his staff in FY82 to augment the present twelve in planning and executing the test program. A total of 185 test procedures are needed for Unit i fuel load.

Of that number,16 have been approved and approximately 90 more are drafted or being written.

1 Conclusiens and Basis for Conclusions The Caseload Forecast Panel arrived at the following conclusions:

The WRC considers tnat TVA management has developed adequate programs to address the concerns and focus the appropriate cncunt of emphasis on construction co pletion to support an early 1984 date.

The attached scbedui~e has been developed by the Division of Licensing Project Panager for Bellefonte (R.N. Hernan) and represents a realistic approach to the actions necessary to grant an operating license. This schedule supersedes the previous one issued o~n April 30, 1979.

For all activities associated with licensing the Bellefonte Plant, including the schedule submitted with the bonthly Cevill Report, an estimated completion date of Septenber 1983 will be us ed.

Tnis date is earlier.than predicted by. the Caseload' Forecast Panel and therefore will require an aggressive effort on the part of TVA.

Results of iMC Caseload Forecast Panel Visit Tnis letter is to advise you of the results of the fGC Caseload Forecast Panel Visit to the Bellefonte Plant on Septec.ber 21-23, 1981. This visit was part of an ongoing effort by the ISC to independently assess construction progress of nuclear power plants in the post-CP stage.

The timing of the visit to the Bellefonte plant was considered important since the last visit was in 1978 and since a significant difference exists between the construc-tion completion cate projected by TVA in a letter dated August 20, 1981 N,

and tne date previously projected by the IP.C.

Those dates are tiarch 1983 (TVA) and June 1984 (!2C) and correspond to tne "early" date and " late" date in the construction perrait extension order issued in December 1979.

The Caseload Forecast Panel consisted of the cognizant Division of Licensing Acting Branch Chief (E.G. Adensan), the Licensing Project I:anager (R. W. Hernan) and a Construction Analyst from the Office of ilanagement and Program Analysis (W. H. Lovelace).

On the basis of the plant tour and the presentations made by TVA ilanagement, the panel concluded that tne most likely construction completion date for Bellefonte Unit No.1 is April 1984. This date assumes the resources and programs discussed in the TVA presentation on September 21 are cor.o.itted as described, including the additional manpower required. A meeting summary will be issued by faR to more fully describe the meetinD agenca and information supporting the panel's conclusion.

Background

In order for the NRC staff to conduct a re-evaluation of major steps involved in the environmental and safety reviews required to support the Bellefonte Nuclear Plant 6perating license, a m'eeting was held with the applicant in Chattanooga, Tennessee. The basis of the meeting was the fact that two sets of dates ("early" dates and " late" dates) for completion of construction were provided i.1 a TVA letter dated August 19, 1980. The staff reviews are~ presently seneduled on the basis of the late dates with target Commiss. ion decision dates of June 1984 and February 1985 for Bellefonte Units 1 and 2, respectively.

The "early" dates are March 1983 (Unit 1) and December 1983 (Unit 2), fifteen months earlier in each case.

A listing of the meeting attendees is enclossa Summary The meeting opened with a statement of the problem from the Division of Licensing point of view by the NRC representative. The only way that the remaining reviews and major steps in the licensing process can be efficiently scheduled is for the licensee to project a realistic schedule for the remaining construction. There appeared to be general agreement by the TVA attendees that refinement of the construction completion cates would be advantageous in realistically scheduling NRC actions.

It was pointed out to the licensee that Bellefonte Nuclear Plant is not yet included in the monthly status reports to Congress (Bevill reports) since Bellefonte is considered to be a 1984 plant and the status reports include only 1981 through 1983 plants.

Ways and means of streamlining the licensing process for Bellefonte were discussed. All attendees agreed as to the importance of frequent communica-tions between the NRC and TVA licensing personnel to ensure that potential problems are identified and resolved in a timely manner. The methods discussed in tne Bevill reports will be applied to the Bellefonte facility, as appropriate, including minimizing the rounds of questions needed to prepare an SER draft and utilization of face-to-face meetings to the extent required te finalize the SER. The TVA attendees expressed a great deal of interest in the concept of meetings in lieu of multiple rounds of questions.

2-The status of staff action on TVA's responses to questions already submitted was briefly discussed. Part of the Licensing Project Manager's efforts during the coming weeks will be to summarize the current status of these reviews.

One of the next major licensing steps, preparation of the' Draft Environ-mental Statement, was specifically discussed The next action appears to be a site visit by,,those NRC personnel involved in review of the environmental report submitted with the license application. Tentative dates o' April 1982 for the site visit and December.1982 for issue of the Draft qviron-mental Statement (DES) were discusse'd'using June 1984 as the construction completion date. An earlier construction completion date would likely require accelerating the actions required to support issuance of the DES.

TVA expressed a preference that questions on tne environmental statement be submitted far enough in advance of the site visit to allow preparation of responses for presentation during the visit.-
