Depending on how you decide to handle this, we would be prep:rtd
~
to meet with the Chairman to discuss what actually happened during the trip.
If this is done, it would be best to have
,g,,
Walter Pike and Bill Lovelace participate in the briefing.
9I
- iD As a bottom line, we feel there was possibly a misconception on
.;.],l5.
the part of TVA staff as to what we intended to do with the data ra gathered during this trip.
It was not our intent to publish
$$$1 specifics about the Bellefonte plant which would highlight F. '
disagreements between NRC and TVA.
Vf.2 On the other hand, we do feel it is important to make the most
..,@iu
- p realistic forecast possible of fuel load dates so that our 9 $;
g' e6 licensing personnel can be efficiently used.
Both NRR and IE rely on this type information and look to us as the source.

NOTES ON FREEMAN LETTER OF MAY 25, 1978
..n 3: :
April 12-13 meeting at Bellefonte - correct - for purpose of evaluating construction schedule in order to determine NRC manpower needs and to comply with EDO request for independent forecast.
NRC will not be publishing r.ew dates different from TVA dates -
,'[,
although dates will be in Blue Book (not currently available to public t'
except through F0IA).
Forecast panel report lists year-by-year totals, not M.~;
plant-by-plant dates.
Note estimates were made in trip report, which g
went to PDR.
w.
.p:.
NRC does intend to visit other TVA plants (Hartsville 1-4 and Watts Bar jk%
1 & 2) to evaluate FLD's; however., no dates will be published.
N.1BU, a,
NRC has no desire to argue with TVA in public over FLD's.
h[
7: 7.
NRC wants to develop realistic FLD's in order to make the best allocation T
of available manpower, as does TVA.

..3 As you can see, there is a wide spread between the TVA estimates as
~)
time goes on, and we think that the TVA current estimates are optimistic.
V?'l Note that Watts Bar CP was issued 1/73, Sequoyah CP 5/70, and Bellefonte j$d CP 12/74.
Thus, we can presume further FLD slippage by TVA. Also note -
WRJ (p!f.x Bill Lovelace has not been wrong yet on the FLD forecast.
