SUMMARY

OF CASELOAD FORECAST PANEL MEETING AND SITE VISIT A meeting was held on April 25, 26, 1979 in Phoenix, Arizona with the applicant to discuss the status of construction for the facility. A tour of the site was made on the afternoon of April 25, 1979 to witness the status of construction. The agenda for the meeting is shown on

and the meeting attendees are listed in Enclosure 2.

The meeting is sumarized as follows.

Sumary The applicant presented a brief overview of the project history, site layout, organization of utility management, plant operations crew and startup crew. Bechtel, the architect-engineer and constructor, presented a brief sumary of its organization in support of the facility.

The applicant also briefly discussed financial considerations and licensing milestones.

The applicant made a more detailed presentation on the project schedule. For Unit 1, the current status of engineering is that specification awards are about 95 percent complete and drawings are about 92 percent complete.

Procurement status is that 54 percent of both piping and valves for Unit 1 have been delivered. Overall percent completion of Unit 1 construction is estimated at 37 percent. The critical construction activities are (1) the availability of construction personnel (pipe fitter welders and electricians), (2) receipt of Class lE electrical components, and (3) receipt of pipe hangers.

The preoperational testing program was also discussed.

Currently a detailed testing schedule is in preparation and is expected to be ready by August 1979. The first system will be ready to be turned over for testing in November 1980. The testing schedule being developed will be based on a three shift operation in order to meet the applicant's projected fuel load date of November 1981 for Unit 1.

. ygy 14 ;g79 At the exit interview held on April 26, 1979, we presented our current assessment of the fuel load date for Unit 1.

Based on the status and pace of construction, and comparing these aspects with those of similar facilities which have been or are being constructed, we projected 4

that the most likely date for Unit 1 fuel loading is December 1982.

We informed the applicant that we use our projected fuel load dates to o

(1) determine future manpower requirements, (2) determine when our review of an OL application should start, and (3) establish schedules and priorities for the review of OL applications.

Our current practice is to start an OL review about 2h to 3 years before our projected fuel load date. Therefore, the applicant's plans for submittal of an OL application about the end of 1979 are compatible with this practice.

We informed the applicant that OL review schedules are not established until after an application has been accepted for review.

In this regard we requested that, at the time the applicant submits its application for an OL, the applicant provide us with updated status information in the areas of procurement, construction and scheduling of preoperational testing. We will use this updated information to reassess our projected fuel load date for Unit.1 and thus assure that the schedule we develop will be compatible with this 'date. The applicant agreed to provide the requested information at that time.
