SUMMARY

OF CASELOAD FORECAST PANEL MEETINGS AND SITE VISITS Meetings' were held on November 27 and 28,1979 in Mokane, Missouri and on November 29 and 30,1979 in Burlington, Kansas with representatives of the applicants to discuss the status of construction for the Callaway and Wolf Creek facilities, respectively. Site tours to witness the status of construc-tion were conducted on the afternoon of November 27, 1979 for the Callaway plant and on the afternoon of November 29, 1979 for the Wolf Creek plant. The agenda for the meetings are shown in Enclosures 1 and 2 and the meeting attendees are listed in Enclosures 3 and 4.

The meetings are summarized as foll owr,.

November 27 and 28 (Callaway)

The applicant presented an overview of the project history, licensing milestones, site layout, organization of utility management, plant operations crew and startup crew. The applicant also briefly discussed financial consid-erations.

Bechtel, the architect-engineer for the standard (SNUPPS) portion of the plant, and the SNUPPS office presented a summary of their organizations in support of the facility.

The applicant made a detailed presentation on the project schedule and on the status of construction and procurement activities. There are no work activi-ties for Unit 2 since construction of this unit has been postponed. The critkal paths in the construction schedule for Unit 1 are the cooling towers, containment building and pipe hangers since they have the least positive slack in the schedule. The applicant stated that there have been no work stoppages so far and none are expected. The applicant has had no problems with avail-ability of skilled labor and indicated that 83 percent of laborers trained in various skills are retained. Preparation of startup and operating procedures is well underway and is not on the critical path.

if' f JAN 7 1999 At the November 28 session of the meeting, we informed the applicant that we would need additional time to complete our evaluation of the Callaway con-struction status and suggested that we condect a joint exit meeting for both Callaway and Wolf Creek on November 30 in Burlington, Kansas. The applicant agreed to send representatives to Burlington, Kansas to participate in the exit meeting.

November 29 (Wolf Creek)

I The applicant presented an overview of the project history, licensing milestones, site layout, organization of utility management, plant operations crew and startup crew.

The applicant also briefly discussed financial consid-erations.

Since the Bechtel and SNUPPS presentations made at the Callaway meeting of November 27, 1979 also applied to Wolf Creek they were not repeated at the Wolf Creek meeting.

The applicant made a detailed presentation on the project schedule and on the status of construction and procurement activities. The critical path in the construction schedule is the cable pulling activity in the control building (43 days negative slack). The applicant pointed out that, although the filling of the large cooling lake is not on the critical path, under adverse conditions for water availability a larger than a 43-day negative slack could result for this water-filling activity with the current construction sequence. The applicant has experienced no problems with the availability of skilled labor.

Since the startup and operating procedures being developed for Callaway are also applicable to Wolf Creek (both are SNUPPS plants), no problems are expected in this activity.

November 30 (Exit Meeting - Callaway and Wolf Creek)

We advised the Callaway and Wolf Creek applicants that, based on (1) the information provided during the previous days' meetings, (2) our observations during the two site tours, and (3) our assessment of the work remaining as compared to that of other facilities we have visited, we projected that the most likely (or nominal) fuel load dates for Callaway, Unit I and Wolf Creek are December 1982 and October 1983, respectively. The major considerations in this assessment were the status anc pace of installation of large and small pipes, hangers and restraints, and electrical cables.

We stated that our fuel load date projections are used to plan for our manpower requirements for the review of OL applications and to establish schedules and prioritias for their review.

We stressed that our projections are nominal dates which may be bettered and that we do not suggest that applicants revise

We also pointed out that we periodically re-evaluate our projections through follow-up visits to reflect changes in construction status. We added that the review schedule to l

be developed for the SNUPPS FSAR, which is comon to both Callaway and Wolf Creek, will be based on the review schedule for the lead plant (currently Callaway).

At the conclusion of the meeting, the applicants requested a follow-up visit in approximately six months. We stated that we would consider their request.
