OF CASELOAD FORECAST PANEL MEETING AND FACILITY TOUR AT HOPE CREEK l i, Summary On April 5, 6, and 7,1983, the NRC Caseload Forecast Panel (CFP) consisting l of William Lovelace (RM/DMI), Dave Wagner (Licensing Project Manager) and William Bateman (Resident Inspector), met with the applicant and toured the Hope Cred facility. The purpose of these meetings and the tours was to review constructicn progress, observe work in progress and collect data for assessing the projected fuel load date. The visit was organized into three parts: 1. On April 5, a meeting was held with the applicant to review design, engineering, procurement and construction progress at the site. .i 2. On April 6, 3 tour of the site was held to observe the status of construction. The CFP also held brief discussions with the applicant on April 6 and 7 concerning questions arising from the. meeting and tour. 3. On April 7, an exit meeting was held to discuss the observations made by the CFP. The applicant was infonned that, based on the observations made during the site tour and information presented in the meeting, the CFP observed that construction appears to be consistent with a fuel load date for Hope Creek in the middle of the second calendar quarter of 1986. This is quite clo'se to the applicant's projected fuel load date which is projected for January 1986. The data upon which the CFP projection is based is given in the fol-lowing sections of the meeting summary. Tuesday, April 5,1983 April 5,1983, at Artificial Island, New Jersey, the CFP met with the appl ica nt. h.' . After introductory remarks, a construction overview was presented by the appl icant. Based on actual installed quantities through March 31, 1983, construction stands at 66% complete. Major milestones completed since January 1982 include the setting of the polar crane, setting of the dome liner and rigging in the last diesel generator. Milestones to be completed in calendar year 1983 include the pouring of the concrete containment dome, setting of the control rod drive hydraulic control units and installation of the recirculation water pumps. Short term construction goals are presented in Enclosure 2. The applicant also addressed construction problems and solutions to these problems. Problem areas include drywell congestion, conduit installation and control complex cable installation. To minimize interference and congestion in the drywell, the applicant has developed a Computerized Interference Elimination Program (CIE). Positive results from CIE have been achieved. Procursnent of most. bulk coninodities is almost complete. Enclosure 3 sum-marizes the quantity of each bulk commodity received or on order. Additionally, the delivery and installation of permanent plant equipment is proceeding. lists the delivery and installation dates for this equipment. The Control Room complex will be nearing completion late this year. Inte-grated testing is scheduled to begin in January 1984 Major control complex suppliers include Honeywell, supplying the plant computer; General Electric, the NSSS panels; and Baily Controls, the control room. Currently, there are 2,600 Bechtel and 600 contractor equivalent manual men at the Hope Creek site. The manpower is forecasted to peak in mid-1983 at 3,700 equivalent men. Nine labor contracts will expire in 1S83, including those of the electricians and pipefitters. The craft work force numbers and contract expiration dates are included as Enclosure 5. The applicant does not anticipate the expiration of contracts to impact construction. Installation of large pipe hangers, restraints and snubbers is proceeding. Approximately 50% of. the large pipe hangers and 64% of the pipe whip restraints have passed Final Acceptance. details the statistics of these installations. Overall, large pipe hanger installations is ahead of schedule. As requested, the applicant presented a review of the project schedule. An Integrated Project Schedule (IPS) is being used by the applicant to combine engineering, construction, and startup logic into one project plan. This project plan has been developed to maintain a bulk installation mode of construction through 1983. At the end of this time, a system /punchlist mode i of operation will be used. The system schedule transition flowchart is included as Enclosure 7. A critical path analysis was also presented by the applicant. Currently, there are six critical paths. Administrative procedures are approved in place, a testing schedule was developed and integrated with the construction schedule, system turnover boundaries are being finalized and preoperational procedures are being dra f ted. The Startup Group and Station Operations Schedule is included as Enclosure 9. As presented by the applicant, most of the system turn-overs and pre-op testing will occur in 1984 and 1985, respectively. The area: observed were the turbine area, control end diesel area, radwaste area, reactor area and the yard. Observed construction activities and progress were consistent with the presentation.
