CASELOAD FORECAST PANEL SITE VISIT TO WNP-2 ON FEBRUARY 26, 1980 3

The Caseload Forecast Panel visited the site of the WNP-2 facility on February 26, 1980. The purpose of this visit was to discuss a number of factors affecting the construction schedule of this facility and to conduct a site tour including observation of construction activities.

A listing of those participating in the morning discussion is attached. The CFP's most recent site visit was June 14, 1978.

The morning discussion was primarily concerned with an overview of the construction progress since the June 1978 visit, including an update on construction progress, a discu'ssion of major milestones completed, current problems and any anticipated problems.

The major areas that were considered in the discussion were the con-tinuing labor productivity problems and the effect of rework on the sacrificial shield on the schedule. WPPSS personnel indicated that they did not anticipate any delays associated with material supply inasmuch as they had either shipped the required material and components to the site in advance of need or had ready access to required materials and components. WPPSS personnel also indicated they did not anticipate any delays associated with the ongoing program to define the pool dynamic loads of the Mark II containment. WPPSS management concluded, however, that its estimated fuel load date of March 1981 would slip to July 1982.

During the afternoon tour of the site, the CFP went through all the significant portions of the facility.

It was observed that additional work remains to be completed in the wet well and a considerable amount of work remains to be done in the control room. About 80 percent of the electrical and instrumentation cables have been pulled; almost all of the cable trays appear to have been installed.

While most of the piping systems have been installed, a considerable amount of piping is still being installed.

One of the management techniques recently adopt for coordinating construction activities of different crafts appears to be working very effectively.

In this approach, a single individual is responsible for scheduling and coordinating all crafts in each area. These area managers, in turn, are part of an integrated team compcred of WPPSS and A&E personnel.

At the exit interview on February 28, 1980, the CFP stated its belief that WPPSS' estimate of Juiy 1982 for a fuel load date appears reasonable at this time.

However, the NRC staff expressed its concerns about the potential for delay in the construction schedule due to:

  • APR 2 41980 (1) the inspection, rework and documentation of the flaws in the sacrificial shield; (2) the tight confinement in the wet well, especially welding of the omega seal; (3) the time to conduct geological, seismological and structural reevaluations in light of recent geologic phenomena south and southwest of the site; and (4) the impact of the Action Plans (NUREG-0660) on WNP-2.

The staff finished its exit interview by complimenting the WPPSS management and personnel for a well coordinated, straightforward presentation in the morning discussion and for a thorough well-guided tour in the afternoon.

MEETING SUM"ARY On August 31, 1982 through September 2,1982, the NRC Caseload Forecast Panel (CFP) visited the WNP-3 site to obtain information that would be used as a basis for assessing the reasonableness of the applicant's projected fuel load date. The resulting assessment is to be used as input into the development of the schedule for reviewing the recently docketed OL application.

Enclosures 1 and 2 are a copy of the meeting notice and the attendance roster.

The meeting proceeded according to the agenda with the exception of one change that provided for the plant tour being conducted the first day instead of the second day. is a handout prepared by the applicant in response to the list of agenda items attached to the meeting notice. This document provided the basis for discussions with applicant representatives during the second day of the visit.

The plant tour was completed and an exit briefing was held on the third day.

The CFP indicated that a preliminary review of Enclosure 3, observations made during the tour, and comments by the NRC Senior Resident Inspector indicate-that the applicant's scheduled fuel load date (December,1985) is sufficiently reasonable for the staff to use as input into the development of the review schedule..The meeting adjourned at 1:30 PM on September 2,1982.

CASELOAD FORECAST PANEL VISIT TO ZIMMER SITE - 2/24-26/81

Background

The function of the Caseload Forecast Panel is to provide the NRC with an independent assestment of a Nuclear Power Facility's status of construction.

The Panel's estimate of construction completion is used for assessing licensing priority, manpower and resources allocation.

The attendance lists for the meetings with the applicant held on 2/24 and 2/25 and the exit meeting on 2/26 are attached. The agenda is also attached.

Sumary The Panel held separate meetings with General Construction, General Engineering, Electric Production and Quality Assurance by Department within the Cincinnati Gas & Electric Company.

Each Department made a status presentation to the Panel.

In the construction area an overview examination of construction status was made including TMI related construction requirements and particular attention was given to the matter of requalification and modification of pipe support hangers.

The Panel toured the facility for a visual assessment of construction status.

In the engineering area an overview examination of design status was made with particular emphasis on rework, Mark II modifications and NUREG-0737 licensing requirements.

In the quality assurance area, the Panel probed into the potential impacts of quality assurance and control on construction schedules and particular attention was given to potential deficiencies reported in accordance with 10 CFR 50.55(e).

NAR 121981 In the electric production area the Panel concentrated on the status of preopc:ational testing including the rate of system turnover from construction, history of turnbacks and exceptions and manpower for testing.

Panel Conclusion The Panel concluded that the preoperational test program is the most critical area prior to completion of construction. This is based on the 101 preoperational tests required to be completed; the limited manpower available for testing, which would permit a testing rate of 6 tests per month, and the length of the exceptions list for many systems.

The Panel feels that the preoperational testing area, although not necessarily heavily impacted by design, material and equipment availability, will be the most difficult to accelerate by increased manpower because of scheduling interferences and equipment exceptions.

In view of the above, the Panel is forecasting an August 1982 completion of construction.

The Panel notes that insufficient background data and progress data is available to the Panel to make a judgement with regard to TMI requirements.
