OF CASELOAD FORECAST PANEL SITE VISIT
. The applicant held a meeting for' representatives of the NRC's Caseload Forecast Panel at the site of the Shoreham Station on May 8 & 9, 1980. The purpose of site visits by the Caseload Forecast Panel is to assess the status of construc-tion of those plants nearing completion and to evaluate the applicant's pro-jected construction completion date.
The list of attendees for the meeting is shown in Enclosure 1.
The members of the Caseload Forecast Panel are identified with an asterisk beside their name.
A copy of the meeting agenda and the presentation material used by Lilco is provided in Enclosure 2.
During our previous Caseload Forecast Panel meeting in January 1979, the appli-cant stated that the Shoreham Station was 78 percent complete in December,1978 and they forecast a fuel load date of June 1980.
At this meeting, the applicant stated that the Shoreham Station was 80 percent complete (based on
, earned manhours) on March 31, 1980.
Their construction schedule predicted a completion date of May 31, 1982 and Lilco's forecast for fuel load at Shoreham is June - September,1982.
The Caseload Forecast Panel concluded that the reasons for the 2 year delay were delays in the turnover of systems from the construction group to the preoperational testing group and an underestimation by Lilco of the total amount of work required to complete the Shoreham Station.
We evaluated the applicant's present status of construction and used that infor-mation to predict a fuel load date based on our experience with construction times at other nuclear stations.
We identified three potential problem areas with regard to Lilco's schedule.
(1) The. applicant had not completed the detailed interface between the construction schedule and the preoperational test schedule.
Lilco stated that they would complete the master schedule in June,1980.
(2)The applicant is only alloting 16 months for completion of preoperational testing.
(3) LiLeo's schedule assumes a significant increase in the rate of construction l %
