SUMMARY
OF CASE 0AD FORECAST PANEL VISIT TO SAN ON0FRE, UNIT 2 On September 9, 10 and 11, 1980, members of the NRC staff (the Caseload Forecast Panel) met with the applicants at the San Onofre site to review the San Onofre 2 construction schedule. Attendees at the meeting are given in.
The meeting was held to update the NRC estimate of the San Onofre 2 fuel load date. This estimate will be used by the NRC staff to assign priorities to the plants currently being reviewed, in order to properly allocate NRC staff man-power resources.
At the meeting, the applicants provided responses to a series of questions asked by the staff. This information is given in Enclosure 2.
As of August 31, 1980, construction of Unit 2 plus common areas was 95 percent complete, based on manpower expended. At the meeting, the applicants stated that the construc-tion and startup testing milestones for San Onofre 2 are as follows:
NRC construction permit issued 10/73 California Coastal Commission pemit issued 2/74 Site preparation start 3/74 Structural concrete start 10/74 Set reactor pressure vessel 4/77 Cold hydrostatic test of RCS 9/80 Integrated leak rate test of containment 11/80 Hot functional tests of RCS 12/80 Load fuel 4/81 After touring the plant and conducting additional discussions with the applicants, the Caseload Forecast Panel concluded that, in its opinion, San Onofre Unit 2 would be ready to load fuel between July _ and September of 1981, with July 1981 as the most likely date. This estimate is based on the following:

Most plants require 10 to 12 months to go from cold hydrostatic testing to fuel loading, and cold hydro for San Onofre 2 took place in September _1980.

Th.e preoperational test. program at San Onofre 2 was 14 percent complete as of August 31, 1980.
Completion of this program by the applicants' fuel load date of April 15, 1981 appears to be unlikely, based on the experience at other plants.
