OF MEETING HELD ON JULY 26, 1978 TO DISCUSS THE

SALEM UNIT 2 FUEL LOAD DATE M

bb%

@M A meeting to discuss matters related to the fuel loading date for Salem p.

Unit 2 was held at the Salem facility on Jul 26, 1978 with representatives of Public Service Electric and G=s Company (yPSE&G). A list of attendees

}#n

}i and a meeting agenda are includeo as Enclosures to this summary.

._. s

Background

g.~

During the past few months, members of the Case Forecast Panil and

,h project management personnel have visited several reactor sites to assess

.gt the applicants' projected fuel load dates. The Salem visit was one of

'SI -

this scheduled series of meetings.

[U e

Purpose of Meeting

(...

a ;. A The purpose of the meeting was to review the applicants' plans and

[.7..

schedules for completion of construction, to observe the actual status y:<5'.

of plant construction, and to assess the scheduled fuel load date.

.o nn.-: -

Summary of Meeting

m;-

The applicants' reported that as of June 1,1978, construction was 93.14%

~

- ::2 complete based on physical activity. The appli".W.s predict a fuel load

  1. ;f -

date of 2/4/79 and are confident that the plec al be ready on that date.

They reported four potential probk. 3 cc whici, may impact fuel M

loading:

y (1) Procurement of radiation monitors

^2'Y,[

fy?n

. si (2) Turbine modifications Y.s;~.' <

(3) An insulators union strike g[$

(4) Completion of the OL review.

$[F

_.,i AUG 02 mo g g-g..

.;w The NRC personnel at the meeting felt that the applicants' date may be

$y::

optimistic by three to six months. This determination was primarily M

based on:

Re.

M.

(1) The large number of start-up tests remaining Ff M

(2) The amount of remaining electrical work, especially inside containment

-l ".

4 b*1-4

.gir-(3) The scheduled dates for responses to NRC review itW questions p-If the construction activity follows the applicants' schedule, the OL review 3iM ;

could be on the critical path for fuel loading. The staff has not yet issued

%.%c any questions in the electrical and instrumentation areas and the applicants

'f;Tl; reported at this meeting that the responses to ten questions would not be

??

Daflable until November 1978. These ten questions are in the areas of Yff contain.r.ent and ECCS analyses and a November response would not suppo.rt the

'- V scheduled January ACRS meeting.

1.5 Mi.2:

Conclusions At the conclusion of the meeting, the staff discussed its evaluation of M,

the scheduled fuel load date with PSE8G. The Region I I&E inspector will 3

continue to monitor those construction activities critical to fuel loading.

A meeting was sugg.sted for August 3 or 4 in Bethesda to discuss the licensing schedule and certain staff safety requirements.

No change will E.~ n, be made in the staff's licensing review schedule until after such a

.f; meeting.
