Pursuant to the Freedom of Information Act (FOIA), 5 U.S.C. S 552, the Government Accoun'tability Project (GAP) of the Institute for Policy Studies requests copies of any and all agency records and information related to and/or generated in connection with an investigation at the Catawba Nuclear Power Plant in South Carolina in " Concerns of Welding Inspectors (

Reference:

Case 2GO22).

These concerns were evidently raised in or about January 1982 by site QC welding inspection personnel to the Senior Resident In-spector, P. K. VanDoorn.

Our request includes any and all records and information concerning the allegations by the site QC welding inspection personnel, in-cluding inspections or investigations by any and all regional or

  • Washington divisions, offices or sections of the Nuclear Regulatory Commission. This request includes any and all agency records, memoranda, drafts, minutes, diaries, logs, calendars, tapes, files, transcripts, summaries, interview reports, procedures, instructions, engineering analyses, drawings, graphs, charts, maps, photographs, agreements, handwritten notes, studies, data sheets, notebooks, telephone messages and logs, computations, voice recordings, re-ports (in t erim, status, final, etc.), and any other materials generated and/or obtained by NRC personnel in connection with investigations, inspections and/or reports on the above allegations.

If any records have been destroyed and/or removed, please provide all surrounding records, including but not limited to a list of all records which have been or are destroyed and/or removed, a description of the action (s) taken, relevant date (s) , individual, office and/or agency-wide policies and/or j u sti fications (s) for the action ( s) , identification of all personnel involved with the action (s) , and any and all records relevant to, generated in con-nection with, and/or issued in order to implement the action (s) . I GAP requests that fees be waived, because " finding the information can be considered as primarily benefitting the general public."

Through legal representation, advice, national conferences, films, publications and public out-reach, the Project promotes whistleblowers as agents of government accountability. GAP requests the above information as part of an ongoing monitoring project on the adequacy of the NRC's efforts to protect public safety and health at nuclear power plants. We also require the information in order to assist a citizens group in South Carolina with an investigation into the quality assurance and quality control procedures that have been employed in the construction of the Catawba Nuclear Power Station.

For any documents or portions that you deny due to a specific FOIA exemption, please provide an index itemizing and describing the documents or portions of documents withheld. The index should i provide a detailed justification of your grounds for claiming each exemption, explaining why each exemption is relevant to the document or portion of the document withheld'.
