Dear Mr. Denton:

Please see attached prepared statement that was presented to the Federal Emergency Management Agency and the State of Michigan on Tuesddy, March 1,1983 at a meeting in Battle Creek, Michigan.

Also attached is a complete list of the concerns of Monroe County.

We are addressing the recovery and re-entry responsibilities with the Federal Emergency Management Agency and the State of Michigan.

The balance of the other concerns are at the present time in the negotiation stages with Detroit Edison.

I will keep you informed of any progress made. Hopefully we will be able to successfully arrive at a satisfactory agreement.

In 1980 Monroe County embarked on a plannin logical Emergency Response Plan" (R.E.R.P.)g in anprocess known cooperative as the effort " Radio-with Detroit Edison and with the knowledge of the Michigan State Police /Emer-gency Services Division. In May of 1980 the Enrico Fermi II Comittee l was established with approximately 93 agencies and units of government t

represented. This comittee was broken down into smaller ' task forces attempting to use the expertise of each member in the area they were most knowledgeable and in an attempt to have local input into the planning process.

During the summer of 1980 Monroe County applied for a Coastal Energy Impact Grant for approximately $26,000 and received this grant which allowed Monroe County to hire two full time planners for a period of six months. The Detroit Edison Company agreed to keep both planners after the grant had expired, and Detroit Edison at that time paid their total salaries for a period of about one year.

L In October of 1981 the Michigan State Police / Emergency Services Division came to Monroe County and using a lot of the statistics and information along with each department head held a " plans writing" workshop and a review after the initial workshop. Upon completion, there were four drills and one full scale exercise. The full scale exercise was held on February 2,1982 and on February 3,1982 a public meeting was held and Chaired by Lt. Raymond Cook of Emergency Services Division, critiquing the exercise. This public meeting was held during extremely bad weather conditions and in spite of the request by me as Chairman and the Director of the Office of Civil Pre-paredness to postpone or cancel the meeting until a latter date. The Monroe County Board of Commissioners in an attempt to obtain citizen input held two additional public meetings,one on April 28 and one on June 16, 1982.

Anderson Regional Director Page: 2 On March 22, 1982 a fomal request for review of the plan was forwarded to F.E.M.A. by the State of Michigan and on September 13, 1982 a copy df the fomal request of March 22, 1982 was sent to F.E.M.A. On October 25, 1982 notice of the plan's receipt was in the Federal Register Vol. 47 #206 The State of Michigan submitted the above an unapproved document by the Board of Comissioners with Monroe County being unaware of its formal sub-mittal . The plan was not signed by me or any department head, and Monroe County has at no time approved or in the future can we approve the plan as wri tten.

Monroe County under the Recovery and Reentry (BP-1-10) of the plan states

" Local government is responsible for the recovery of and re-entry into areas evacuated and/or contaminated due to an offsits release. They will receive advice and assistance from the Michigan Department of Public Health.

Tasks required during this period include:

a. Decontamination of people, property and food;
b. Continued security of evacuated area to prevent unauthorized entry and vandalism;
c. Health and medical services for evacuees;
d. Mass care and welfare; Monitoring of people and property; e.
f. Transportation;
g. Radioactive waste disposal;
h. Engineering suppcet;
i. Long-tem monitoring;
j. Scheduling and controlling re-entry based on criteria established by the Michigan Department of Public Health;
k. Preparing a summary report of the emergency with recomendations for further actions and information to the local Emergency Operations Plan." .

The cost to fulfill this list of tasks in addition to the other requirements placed upon local government is prohibitive. The cost of decontamination of private houses and property could destroy local government financially. The cost of decontamination of farms in the rural are'a surrounding the plant could be especially devastating. It is doubtful if homes and property could ever be decontaminated fully if the cost is beyond the resources and expertises of the local government responsible for it. Long term health and medical services that may be necessary following a nuclear emergency could become very costly. This is a cost local government is unable to assume. Mass care and welfare could place the county in a position of long tem care for people whoses homes and farms are uninhabitable because of contamination.

It is obvious that the county would never accept responsibility for radio-active waste disposal.

l Mr. John T. Anderson Regional Director Page: 3 The entire process of recovery and re-entry could destroy the county financially, but the real danger is that a full and proper response is beyond the ability of the local government.

l There are a number of other issues we feel must be resolved between Monroe County and Detroit Edison; however, the above items should be addressed by the State and Federal government and written assurances that necessary finan-cial assistance and staffing to adequately protect the citizens of Monroe County are in place. We are also requesting appropriate documentation by the State that P.A. 390 will be instituted by the Governor ts the plan states at the alert level. ( A-1-5)

Monroe County has not approved the R.E.R.P. and will not in the future until we are assured by State and Federal government that they will assume the l above responsibilities.

Monroe County is meeting with Detroit Edison in regard to other related issues that we feel must be in place prior to any further county participation in the planning of Fermi II.

l l All of the above must be addressed and written commitments filed with the l Monroe County Clerk. Until such time as the issues have been adequately resolved we must take a negative approach to any further planning of the

" Radiological Emergency Response Plan."

Meeting with Detroit Edison On Monroe County Needs & Concerns I. Recovery and Reentry

II. Communication Needs - -

. A total communications package has been put together and reviewed by Mr. Jim Jones of Detroit Edison Company. After a nucher of teetings with Mr. Tom Steinke, Mr.

Harry Herkimer, Mr. Robert Martin, E.M.S. Coordinator and Mr. Eckert the proposal was prepared. We feel to meet the basic need of Monroe County's ccmunications the proposal is essential for us to have in place to adequately meet our responsi-bility to the citizens within the 10 mile EPZ and also the nee.ds of the areas where congretate care facilities are located, and many of our volunteer agencies.

There will also have to be in place an on going maintenance agreerent for said l equipment. (SeeAttachmentA) l

>' W III. - Staffing Needs for the Office of Civil Preparedness See Attachment B.. (Proposal)

We feel this is probably the cost unique Proposal in the country 'cr it uses

  • the resources of the county, a member of the flichigan State Ererce-cy Planning Team, and a citizen at large. It also address the additional staffing needs of the county Office of Civil Preparedness.

As we look at the added responsibility of the Director, Assistant Director and the Secretary in the Office of Civil Preparedness, we feel that additional salary increases should be negotiated and be paid for by the company thrcLgh the county.

The Proposal would also allow for the 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day, 7 days per week on call duty to be divided up more evenly and adequately with a staff of five (5) rather than three (3) individuals.

IV. Financial Concerns of Monroe County The County of Monroe should have assurance from Detroit Edison Com;:any that any losses financially sustained by the County of Monroe through.an incident at the Enrico Fermi Atomic Power Plant Unit 2 and any additional cost for drills, exercises and cost for the operation of the Monroe City-County Office of Civil Preparedness.

The assurances should be a formal agreement in writing'and filed with the Monroe County Clerk's Office or in the form of an insurance policy made payable to the County of Monroe. _ .

The County of Monroe has concerns over the protection of the water intake which serves the City of Monroe and a number boarding areas: There should be a provision made to allow for a hook up to Detroit Water and Toledo Kater to service the area in the event of an incident at Fermi II. When they would be needed this should include any and all county vehicals and man power, Road Commission, Sheriff's Department, Planning Departr.ent, Office of Civil Preparedness and the Health Department, etc.

V. Space Needs .

The Monroe City-County Office of Citti Preparedness is presently lccated in the basement of the courthouse. The facilities are definitely not adequate for a major exercise let alone an incident of majdr proportion,'there~ fore, we have submitted a drawing for your consideration.to'. totally remodel the area. .

(See Attachment C) tie have also looked at 1and owned by the county for a building site which would teet the necessary requirements.

VI. Evacuation Route Stoney Point Area ,

On April 23, 1982, we received comunication from the Dewey's Stor.ey Point Association (See Attachment D) In regard to 1 & 2 we met with John Wisniewski and Evelyn Matteson and explored both possibilities but to no avail. I do feel -that number 2 proposal is agreeable one and that it should receive careful review. The number 1 proposal would be taking the citizens closer to the plant

sita. Wa raferred th:ir request for the widening of North Dixie Highway from Fermi Drive to I-75 to the Road Co. mission for their review.

VII. Estral Beach A. Reference to building a secondary road for a secondary evacuation route.

B. Want to use the dike as a roadway and as a secondary evacuation route to be used only in an emergency and used at no other time.

C. Estral Beach has spent $3000 to purchase slabs from a contractor who re-placed them on I-75.

D. Estral Beach was given 1400 cubic yards of stone by Holicway Construction Company.

1 E. Estral Beach would like to lay the slabs on the side of the dike and spread the stone on top. This would give them a secondary evacuation route which would allow part of Lakeshore Drive to use this particular road for evacuation. -

F. Estral Beach is requesting the riecessary equipment and canpcwer to complete the above.
