Dear Mr. Axelson:

At your request I'm writing to express my concern on alerting the public at Warren Dunes State Park in case of a nuclear emergency. The sounding of area directional sirens cannot be heard at the beach area at Warren Dunes State Park.

Warren Dunes State Park has two miles of lake shore,197 modern campsites, six picnic areas and over 1,500 acres of recreational land. We are one of Michigan's busiest parks with approximately a million and one half visitors annually. We are defirfa)ely one of the larger population centers in Berrien County and D.C. Cook 'tfould certainly do more to notify the park visitors in case of a nuclear emergency.

I have been in conta't with Mr. Roland Begor at the D.C. Cook Plant since April of 2902. All that has been done so far to notify park users of what to do in a nuclear emergency is the information they get from the brochure

" Emergency Preparedness in Berrien County". This brochure is availabic upon request at the permit booth at the park entrance and the campground office in a brochure holder. In both cases the park visitor must be con-cerned enough to ask for or take a brochure to read. It is not feasibic l

l to hand this brochure out to everyone entering this park, as we can have

,over 30,000 people at the beach alone in one summer day. Litter alone would be a problem.

Mr. Begor has suggested an 0"x11" sign advising people what to do in case of an emergency be posted on each of the three beach concessions. I do not agree with this proposal as it could frighten park users unnecessarily.i ,

Buren State Park. This system consists of a utility pole at the . beach j 3, ,

.4' concession with sixteen speakers mounted on it, four pointing in each

direction. In cas,e of an emergency, a tape is activated which plays ,

,, a pre-recorded message advising the park visitors what to do. This .

. 'i-same system can be activated manually by authorize'd personnel to deliver U emergency messages. In our situation I recommend D.C. Cook purchase and install three utility poles with speakers, one at each concession due to the one half mile distance between concession #1 and concession #3.

.Qe.: r In addition to the public address notification at the beach, I recommend D.C. Cook purchase and install a vehicle public address system in our 1980 El Camino, unit no.13-957. This vehicle,13-957, could then be used to alert the occupants of the six picnic areas, while our other El-Camino,16-669, which already has a PA system, alerts the 197 families  %

in our campground. By using only one vehicle to alert campers and the picnic areas, many valuable minutes would be lost. It would take at least fifteen minutes to notify campers before proceeding to picnic areas.

The emergency evacuation of Warren Dunes State Park has been an area of concern for at least two years. So far only brochures have been made available on the publics' own initiative. This I feel is inadequate.

Hopefully someone can be made aware of our problem and my suggestion can be given some serious consideration.
