Dear Mr. Wigginton:

I appreciate your efforts to assist the people of Michigan in better understanding the proposed spent fuel storage expansion at the Donald C. Cook nuclear generating facility. I have advised the Chairman of the Berrien County Board of Commissioners of the fact that the Nuclear Regulatory Commission staff has agreed to take no action on the license amendment until after an informal public information meeting has been held. I have also carefully explained to both the local officials and the local media the difference between the public information meeting which is being planned and a formal hearing, so there shouldn't be any confusion. The local media has written several stories on the proposed public meeting, and I feel certain it will be well attended.

The County Board Chairman, Mr. Rolland J. Oselka has agreed to make arrangements for a meeting place. I would suggest that a direct contact between the two of you should be established, and that when you or the member of your staff who will conduct the meeting has blocked out the necessary time, Mr. Oselka can make the necessary contacts. He can be reached by phone at the Berrien County Courthouse, Benton Harbor (616) 469-2600 or at home (616) 469-2706.

7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NOS. 50-315 AND 50-316 INDIANA AND MICHIGAN ELECTRIC COMPANY INDIANA AND MICHIGAN POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE AND NEGATIVE D CLARATION The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment Nos. 28and 10to Facility Operating License Nos. DPR-58 and DPR-74 issued to Indiana and Michigan Electric Company, which revised the Appendix A Technical Specifications for operation of the Donald C. Cook Nuclear Plant, Unit Nos. 1 and 2 (the facilities), located in Berrien County, Michigan.

These changes authorize the removal of part-length control rods in place of the part-length rods (PLR ) for Unit 1 and installation of permanent anti-rotational devices on the PLR lead screws for both Units 1 and 2. Also, part-length rods will not be installed for operation in Unit 2. All provisions for PLRs hae been removed from the Unit 2 Technical Specifications.

The application for the amendments complies wi th the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations. The Commission has made.

7590-01 appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

The Commission has determined that the issuance of these amendments will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuance of these amendments.

For further details with respect to this action, see (1) the application for amendments dated April 23, 1979 and related letters dated December 20, 1978 and April 4, 1979, (2) Amendment Nos.

and 10 to Facility Operating License Nos. DPR-58 and DPR-74, and (3 )

the Commission's Safety Evaluation. All of these items are available for public inspection at the Commission's Public Document Room, 1717 H Street, N.M., Washington, D. C. and at the Maude Reston Palenske Memorial Library, 500 Market Street, St. Josephs, Michigan 49085.
