Joseph M. Farley Nuclear Plant - Unit 2 I Steam Generator Tube Plugging Amendment I

.3 It is expected that the number of steam generator tubes in Unit 2 of Farley- l Nuclear Plant requiring corrective action may be in, excess of 10% of the '

total tubes, the current Technical Specification limit. Therefore,-Alabama Power Company has developed an amendment to the Unit 2 Technical -i Specifications which will allow an average of 15% steam generator tube plugging with a peak limit of'20% tube plugging in any one steam generator.

Included in the amendment is an approximate 1.5% reduction in: the reactor i coolant system thermal design flow.. This amendment is being requested for Unit 2 only in that the respective change for Unit i vill also-incorporate the RTD bypass elimination modification. This modification impacts the i thermal design flow portion of the amendment and will be incorporated ~in an  !

upcoming Unit 1 Technical Specification change.

l In support of the increased steam generator-tube plugging limit, all LOCA and non-LOCA analyses were reviewed. The Large Break LOCA, = Major Rupture t of a Main Feedvater Pipe, Uncontrolled Bank Vithdrawal from Suberitical, I Partial Loss of Forced Reactor Coolant Flow, Single Reactor. Coolant Pump i Locked Rotor, and Steam Generator Tube Rupture accidents were reanalyzed.

It should be noted that the-analysis.for the Large Break LOCA may be-affected by resolution of concerns about theLVestinghouse ECCS' evaluation r model power distribution assumption. This submittal vill-be updated,'if  ;

required, on resolution of the issue. Additionally,.the results of the i Steam Generator Tube Rupture analysis have' changed not only due'to the reduced thermal design flow and increased plugging limit, but also due to using current inputs for the Parley licensing basis methodology.

The proposed changed pages are provided in Attachment 1. The technical justification supporting the proposed changes is provided in Attachment 2 as VCAP-12659. '

Alabama Power Company has determined that the proposed changes do not involve a significant hazards consideration.- In accordance with 10CFR50.92 a significant hazards consideration evaluation is provided as Attachment 3.

November 1, 1990. i Alabama-Power Company's Plant Operations Review Committee has revieved the proposed changes and the Nuclear Operation Review. Board vill review the changes at a future meeting. A copy of this proposed change is being sent to Dr. C. E. Fox, the Alabama State Designee, in accordance with 10CFR50.91(b)(1).  ;
