H AYWARD TYLER PUMP COMP ANY On March 4, 1982, I was informed that a Region IV draf t
- investigative report dealing with the Haywa rd Tyler Pump Company (HTPC) had been furnished to the licensee at a meeting held in Region IV in February 1982.
I called John Collins and he confirmed the above.
In subsequent conversation with Mr. Collins on March 4, 1982, the following was determined:
On Februa ry.12 a meeting took place at Region IV to discuss the independent and separate investigation conducted by Indian Head Corporat' ion - the parent company of HTPC - regarding the allegations submitted to them by Congressman Markey.
This meeting was at the request of Indian Head Corporation and attendees were -
John Collins, NRC Ka rl Seyfrit, N RC.
Udlis Potapovs, NRC Plant Manager, HTPC J er ry Cramer, Indian Head Corporation Ernie Vol genau, Indian Head Corporation It is my understanding that Indian Head Corporation has retained Mr. Marcus Rowden, former NRC Chairman to represent Indian Head in this matter and that Mr. Rowden in turn was being represented at this meeting by Cramer and Volgenau.
Mr. Volgenau is the former Director of the Office of Inspection and Enforcement.

,e this meeting that the Region IV inspection report and a copy of the Region IV d raf t investigative report were oiven to representatives of Indian Head. The draft investigative report given to Indian Head representatives was without attachments and with the clear understanding that it was a preliminary report subject to change.

addition to discussing the Region IV investigation and i
inspection findings additional discussion took place at this meeting regarding the actions HTPC was planning to take about notifying t'he purchasers of the pumps.
r On February 18 a meeting took place in NRC Headquarters i
in which John Collins discussed the HTPC investigation with members of the NRC.
Collins briefed Messrs., Dircks, Stello, Case and Sniezek as to the status of the investigation and further discussed with Dircks the action HTPC f
intended to take in order to identify ~ and alert purchasers of deficient equipment.
On February 24 another meeting took place at NRC Headquarters between Messrs. Seyfrit and Potapovs and representatives of Indian Head.
Mr. Rowden was present during this me e ti n g.
The purpose of this meet.ing was to hear what HTPC was going to do about pump purchasers and to discuss corrective quality assurance procedures that were to be implemented by HTPC.
Attached are copies of the documents which I believe were furnished to the licensee.
The Region IV investigation of HTPC is still under active i nves tiga tion by Region IV i nve stiga tors.
In my opinion the premature distribution of these documents I
to the licensee was a serious judgmental error which has the potential for subjecting the agency to severe criticism.
