ATTACHMENT TO LICENSEE EVENT REPORT NO. 81-003/03L-0 Wisconsin Electric Power Company Point Beach Nuclear Plant Unit 1 Docket No. 50-266 During routine plant operations on March 28, 1981, at 1120 hours0.013 days <br />0.311 hours <br />0.00185 weeks <br />4.2616e-4 months <br />, the DC power failure alarm for the 3D Diesel generator actuated. An investigation into the cause of the alarm was commenced immediately. At 1125 hours0.013 days <br />0.313 hours <br />0.00186 weeks <br />4.280625e-4 months <br />, a test run of the 4D Diesel was initiated and satisfactorily completed at 1245 hours0.0144 days <br />0.346 hours <br />0.00206 weeks <br />4.737225e-4 months <br />. Throughout the time from which the DC power failure alarm actuated and the test of the 4D Diesel was comple ted, the 3D Diesel generator was fully operable.

Following the test run of the 4D Diesel, the 3D Diesel was taken out-of-service to investigate the problem more thoroughly. Placing the 3D Diesel out-of-service was reportable in accordance with Technical Specification 15.6.9.2.B.2, as a condition leading to operation in a degraded mode perritted by a limiting condition of operation.

Since the redundant Diesel generator, 4D, was operable while the 3D Diesel was out-of-se rvice , the health and safety of the public were not af fected.

At 1431 hours0.0166 days <br />0.398 hours <br />0.00237 weeks <br />5.444955e-4 months <br /> on March 28, 19 81, the field failure voltage (FFV) relay for the 3D Diesel generator was discovered failed in the conservative position. The relay coil,.which senses generator DC field flashing voltage and actuates an alarm on loss of the same, was found to be defective and was replaced. The 3D Diesel was satis factorily tested and returned to service at 1658 hours0.0192 days <br />0.461 hours <br />0.00274 weeks <br />6.30869e-4 months <br /> on March 28, 1981.
