1.0 INTRODUCTION
By letter dated October 5,1998, the Wisconsin Electric Power Company (the licene.e)

requested amendments to the Technical Specifications (TS) appended to Facilit3 sperating License No. DPR-24 for Point Beach Nuclear Plant (PBNP), Unit 1, and Facility Operating 1
License No. DPR-27 for PBNP, Unit 2. The proposed amendments would modify TS Section 15.4.1, " Operational Safety Review," by removing the requirement to check environmental l
monitors on a monthly basis.
2.0 EVALUATION The licensee proposes to delete TS Table 15.4.1-1, item 30, which requires a monthly check of the environmental monitors.
The environmental monitors referred to in item 30 of TS Table 15.4.1-1 were ionization chambers used to measure environmental radiation levels as part of the early operational phases of the Radiological Environmental Monitoring Program (REMP). The use of these monitors to measure radiation in the environs in the vicinity of the PBNP was eliminated from the REMP by Amendments Nos. 20 and 25 to Facility Operating Licenses Nos. DPR-24 and DPR-27 for the PBNP, Units Nos.1 and 2, dated September 23,1976. The monthly surveillance should have been deleted at that time. The licensee conducted a review of plant documents to verify that TS Table 15.4.1-1, item 30, referred to the ionization chambers deleted by Amendments 20 and 25. The ionization chambers were replaced by thermoluminescent dosimetry (TLDs) that are analyzed quarterly. The TLDs continue to be part of the current REMP for the measurement of ambient radiation levels.
The staff has reviewed the proposed change and finds that it does not impact the operation of the plant or the monitoring of plant environs. The proposed change is administrative and is acceptable to the staff.

3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the Wisconsin State official was notified of the proposed issuance of the amendments. The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
These amendments change a surveillance requirement. The staff has determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluent that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously l
published a proposed finding that these amendments involve no significant hazards consideration and there has been no public comment on such finding (64 FR 4163).
Accordingly, these amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmentalimpact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above, thet (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
