San Onofre Mesa Facility Upper Bound Radiation Dose Evaluation Your letter to Ms. Messeret Yilma , dated August 20, 2015, requested that Southern California Edison (SCE) achieve a release criteria of no more than 12 millirem per year at the San Onofre Mesa Facility (Parcels 5, 6, and 7). SCE provided substantial information to your staff and other Department of the Navy representatives, including Lt. Commander Jeffrey Delzer, regarding radiological assessments conducted on the Mesa property. Based upon their review of that information and subsequent discussions, attached for your review is an Upper Bound Radiation Dose Evaluation ("Evaluation") for the San Onofre Mesa Facility. The Evaluation was prepared by a SHI Energy Certified Health Physicist hired by Southern California Edison (SCE) and reviewed by third party experts from Radiation Safety & Control Services, as well as SCE staff.

The Evaluation provides an estimate of the upper bound for a radiation dose to a member of the public assuming the individual is exposed to radioactive contamination at the level of detection of the instrumentation used to conduct radiological surveys of the Mesa property. It should be stressed that no plant-related radioactive contamination distinguishable from background was detected such that this estimate is hypothetical and does not represent actual conditions.

T he Evaluation concludes that the dose to a hypothetical member of the public who might occupy the Mesa properties (live as a resident, grow crops, etc.) cou ld not be more than 0.8 millirem per year under the most conservative assumptions. This conclusion demonstrates that the condition of the Mesa Facility achieves a release criterion considerably less than the 12 millirem per year requested in the DoN letter of August 20, 2015.
