Dear Mr. Cavanaugh:

Our letter to you dated May 10, 1978 requested information on the potential for the reactor cavity annulus seal ring or biological shielding within the reactor cavity to become a missile in the event of a LOCA.

By letters dated July 3,1978 and June 6,1980 you stated that the cavity annulus seal ring is not left in place during normal operation and also provided the results of your study of the effects of potential biological shield block missiles. You concluded that the effects of shield blocks on the peripheral control element drive mechanism (CEDM's), which would be the only CEDM's subject to being struck by potential missiles, would not be sufficient to render the CEDM inoperable.

l On these bases we conclude that this safety issue has been satisfactorily l

resolved for the Arkansas Nuclear One-Unit 2 plant.
